Procedure for calculation of the size of the average salary for determination of the size of official pay rate of the head of federal budgetary institution

1. The procedure for calculation of the size of the average salary for determination of the size of official pay rate of the head of federal budgetary institution (further - the Procedure) determines rules of calculation of the average salary for determination of the size of official pay rate of the head of federal budgetary institution (further - organization).

2. The official pay rate of the head of organization determined by the employment contract is established in the multiple relation to the average salary of workers who treat the main personnel of the organization headed by it (further - workers of the main personnel of organization), and constitutes up to 5 sizes of the specified average salary.

When calculating the average salary salaries (official pay rates), wage rates and payments of the stimulating nature of workers of the main personnel of organization are considered.

When calculating the average salary payments of the stimulating nature of workers of the main personnel of organization irrespective of financial sources at the expense of which these payments are performed are considered.

Calculation of the average salary of workers of the main personnel of organization is perfromed for the calendar year preceding year of establishment of official pay rate of the head of organization.

When calculating the average salary payments of compensation nature of workers of the main personnel are not considered.

3. The average salary of workers of the main personnel of organization is determined by division of the amount of salaries (official pay rates), wage rates and payments of the stimulating nature of workers of the main personnel of organization for worked time in prior calendar year on the amount of average monthly number of workers of the main personnel of organization for all months of the calendar year preceding year of establishment of official pay rate of the head of organization.

4. In case of determination of average monthly number of workers of the main personnel of organization the average monthly number of the workers of the main personnel of organization working at conditions of full employment, the average monthly number of the workers of the main personnel of organization working at conditions of part-time, and average monthly the number of the workers of the main personnel of organization who are external part-time employees is considered.

5. The average monthly number of the workers of the main personnel of organization working at conditions of full employment is estimated by summing of number of the workers of the main personnel of organization working at conditions of full employment, for each calendar day of month, i.e. with 1 on 30 or 31 number (for February - on the 28 or 29), including output and non-working holidays, and divisions of the received amount on number of calendar days of month.

The number of the workers of the main personnel of organization working at conditions of full employment for output or non-working holidays is accepted the equal number of the workers of the main personnel of organization working at conditions of full employment to the working day preceding output or non-working holidays.

In the number of the workers of the main personnel of organization working at conditions of full employment for each calendar day of month the workers of the main personnel of organization who are actually working at the basis of the sheet of accounting of working hours of workers are considered.

The worker working in organization at one, more than one rate (who is drawn up in organization as the internal part-time employee), is considered in payroll number of workers of the main personnel of organization as one person (the whole unit).

6. The workers of the main personnel of organization working at conditions of part-time according to the employment contract or transferred to work on the terms of part-time in case of determination of average monthly number of workers of the main personnel of organization are considered in proportion to worked time.

Calculation of average number of this employee category is made in the following procedure:

a) the total quantity of the man-days worked these workers, by division of total number of the fulfilled man-hours in month under report on duration of the working day, proceeding from duration of business week is estimated, for example:

40 hours - for 8 hours (in case of five-day business week) or on 6,67 of hour (in case of six-day business week);

39 hours - on 7,8 of hours (in case of five-day business week) or on 6,5 of hour (in case of six-day business week);

36 hours - on 7,2 of hour (in case of five-day business week) or for 6 hours (in case of six-day business week);

33 hours - on 6,6 of hour (in case of five-day business week) or on 5,5 of hour (in case of six-day business week);

30 hours - for 6 hours (in case of five-day business week) or for 5 hours (in case of six-day business week);

24 hours - on 4,8 of hour (in case of five-day business week) or for 4 hours (in case of six-day business week);

b) then average number by incompleteness of busy workers for month under report in terms of full employment by division of the fulfilled man-days into number of the working days in month is determined by calendar in month under report.

7. The average monthly number of the workers of the main personnel of organization who are external part-time employees is estimated according to procedure for determination of average monthly number of the workers of the main personnel of organization working at conditions of part-time (Procedure Item 6).
