3. To impose control of execution of this order on the deputy manager of Federal agency on atomic energy A. B. Malyshev.

1. The administrative regulations of Federal agency on atomic energy on execution of the state function on issue of certificates (permissions) to transportations of radioactive materials and maintaining their register determine terms and the sequence of actions (ministerial procedures) of divisions and officials of Federal agency by atomic energy (further - Rosatom), and also interaction with other federal executive bodies and the organizations (further - these Regulations)
2. Execution of the state function on issue of certificates (permissions) to transportations of radioactive materials and maintaining their register (further - the state function) is performed according to:
The Federal Law of November 21, 1995 N 170-FZ "About use of atomic energy" (The Russian Federation Code, 27.11.1995, N 48, the Art. 4552);
The order of the Government of the Russian Federation of June 28, 2004 N 316 "About approval of regulations on Federal agency on atomic energy" (The Russian Federation Code, 2004, N 27, the Art. 2779);
The order of the Government of the Russian Federation of March 19, 2001 N 204 "About the state competent authority on nuclear and radiation safety when transporting nuclear materials, radioactive materials and products from them" (The Russian Federation Code, 2001, N 13, the Art. 1258);
The order of the Government of the Russian Federation of July 28, 2005 N 452 "About standard regulations of the internal organization of federal executive bodies" (The Russian Federation Code, release 31, 2005, the Section fourth, the Art. 3233) (daleetipovy regulations of interaction);

The resolution of the Chief state health officer of the Russian Federation of April 17, 2003 N 54 "About enforcement the SanPiN 2.6.1.1281-03 "Health regulations on radiation safety of personnel and the population in case of transportation of radioactive materials (substances)". 3. The state function on issue of certificates (certificates permissions) on transportations of radioactive materials and maintaining their register are performed by Rosatom with involvement of the expert organizations which carry out expertize of requests for receipt of certificates (permissions), preparation of drafts of certificates permissions and perform other works according to these Regulations. Requirements to the expert organizations are provided in Item 12 of these Regulations.
4. In course of execution of the state function Rosatom interacts with Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor), Federal Medical Biological Agency (FMBA of Russia) and the Ministry of Defence of the Russian Federation on behalf of Management of the state supervision of nuclear and radiation safety (UGN YaRB MO) according to these Regulations, standard regulations of interaction, regulations of Rosatom, with preserving for itself shared responsibility for execution of the state function.
5. Rostekhnadzor for representation of Rosatom approves certificates (permissions) for transportations of the radioactive materials (RM) regulated by the Federal Law "About Use of Atomic Energy".
6. The Ministry of Defence of the Russian Federation on behalf of Management of the state supervision of nuclear and radiation safety (further - UGN YaRB) on representation of Rosatom approves certificates (permissions) for transportations of RM connected with development, production, testing, operation and utilization of military nuclear power plants.
7. FMBA of Russia on representation of Rosatom approves certificates (permissions) for transportation of the sharing RM by the organizations which are subject to servicing of FMBA of Russia.
8. Procedure for informing on execution of the state function on issue of certificates (permissions) to transportations of radioactive materials and maintaining their register.
