About veterans
This Law determines legal status of veterans and establishes procedure for realization of state policy concerning veterans.
The purpose of the legislation of the Republic of Tajikistan on veterans is providing to veterans of worthy life and participation in various fields of activity of society and state.
Tasks of the legislation of the Republic of Tajikistan on veterans are:
regulation of the public relations as which subjects veterans act;
every possible protection of the rights, freedoms and interests of veterans;
approval in the society of respect for veterans;
patriotic education of citizens.
The legislation of the Republic of Tajikistan on veterans is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.
If the international treaty of the Republic of Tajikistan establishes other regulations, than those which contain in this Law then are applied regulations of the international treaty.
Operation of this Law extends to the persons who are constantly living in the territory of the Republic of Tajikistan, recognized as the veteran according to the legislation of the Republic of Tajikistan.
Veterans are foreign citizens or stateless persons, temporarily or constantly living in the Republic of Tajikistan, have the rights, guarantees and privileges in the limits set by international treaties of the Republic of Tajikistan and this Law.
In this Law the following basic concepts are used:
"discount" (release) in payment (from payment) utilities, - water supply, water disposal, export of household and other waste, gas supply, heat supply and electric utility service - within standard rates of consumption of utilities;

State policy concerning veterans proceeds from the constitutional status of Tajikistan as social state which policy is directed to creation of the conditions providing worthy life and free development of the person includes complex of the legal, social and economic, cultural and educational, organizational and other measures providing: development and implementation of the target programs providing legal and social protection of veterans; accounting of interests of veterans by state governing bodies in case of creation and implementation of the major state programs of social and economic development of the country; involvement of veterans to direct participation in government and society; assistance to the veteran organizations in implementation of their functions and powers; promotion of importance of military service and labor activity, prestige of the state awards for military and labor feats.
The state, guaranteeing providing to veterans of worthy living standards, performs protection of their rights, freedoms and interests through system of bodies of legislative, executive and judicial authority.
The rights and other measures of social protection established earlier for veterans and their families by the legislation of USSR and the Republic of Tajikistan cannot be cancelled without provision in legislative procedure for equivalent replacement. Any restrictions of the rights and benefits provided by this Law to veterans and members of their families are not allowed.
Realization of the rights, guarantees and compensations established by the legislation on veterans is provided with the Government of the Republic of Tajikistan.
State bodies, Self-government institutions of settlements and villages, officials, the companies, organizations and the organizations, irrespective of patterns of ownership and conditions of managing, and citizens shall show care of veterans in acknowledgement of their special merits before the Fatherland.

State bodies, Self-government institutions of settlements and villages, and also the companies, organizations and the organizations, irrespective of patterns of ownership and conditions of managing, within the competence have the right to give to the veteran organizations financial support, to provide subsidies from means of the relevant budgets, is non-paid or on preferential basis to provide buildings and rooms, the equipment and other property necessary for implementation of their authorized tasks.
