The Council of Ministers of the Republic of Belarus DECIDES:
1. Approve enclosed:
Regulations on the central tasting commissions on food products;
Regulations on arbitral authority on quality evaluation of alcoholic products.
2. To the state committee on standardization, the Ministry of Agriculture and Food, the Belarusian state concern of the food industry Belgospishcheprom, National academy of Sciences of Belarus in three-months time to take measures for implementation of this resolution.
3. This resolution becomes effective from the date of its official publication.

1. This Provision determines structure, functions, the rights and the organization of work of the central tasting commissions on food products (further - the central tasting commissions).
2. The central tasting commission - the collegiate organ performing assessment of organoleptic characteristics of food products with use of the touch analysis.
The central tasting commissions perform assessment of organoleptic characteristics:
new food products for its statement on production;
serially made food products;
the imported food products;
food products (except for alcoholic) in case of disagreements between the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus (further - state bodies), and (or) the organizations performing production and turnover of food products (further - the organizations), concerning its quality;
the food products intended for exhibiting at domestic and international exhibitions, fairs and tenders.
3. In the activities the central tasting commissions are guided by the legislation and this Provision.
4. The central tasting commissions are created under National academy of Sciences of Belarus on groups of food products (confectionery, oil and fat, canning, ovoshchesushilny, including kartofeleprodukta, pishchekontsentratny and tea drinks, alcoholic, meat and dairy, baking).
The decision on creation and the termination of activities of the central tasting commissions is accepted by National academy of Sciences of Belarus in coordination with the Ministry of Agriculture and Food and the Belarusian state concern of the food industry Belgospishcheprom.
5. Regulations on the central tasting commissions on groups of food products are developed and affirm National academy of Sciences of Belarus in coordination with the Ministry of Agriculture and Food and the Belarusian state concern of the food industry Belgospishcheprom.
The specified provisions determine procedure for representation of samples of food products on meetings of the central tasting commission, evaluating organoleptic characteristics of food products, decision making and issue of the conclusions of the central tasting commission, and also forms of tasting sheets on each group of food products are established.
6. The central tasting commissions representatives of the Ministry of Health, Ministry of anti-monopoly regulation and trade, the Ministry of Agriculture and Food, State committee on standardization, National academy of Sciences of Belarus, the Belarusian state concern of the food industry Belgospishcheprom, other interested state bodies and the organizations can be included.
7. The staff of the central tasting commissions (except for the central tasting commission on alcoholic products) is created and affirms National academy of Sciences of Belarus.

8. Chairman of the central tasting commission:

establishes procedure for holding meetings of the central tasting commission;
approves protocols of meetings and the conclusion of the central tasting commission.
In the absence of the chairman of the central tasting commission its duties are fulfilled by the deputy.
9. Secretary of the central tasting commission:
registers appeals of state bodies and organizations;
accepts samples of food products;
assigns number codes for samples of food products;
draws up and signs protocols of meetings and the conclusion of the central tasting commission;
sends to the addressed state bodies and the organizations of the conclusion of the central tasting commission.
10. The chairman and the vice-chairman of the central tasting commission bear responsibility for:
observance of procedure for evaluating organoleptic characteristics of food products;
preserving confidentiality of information.
11. The secretary of the central tasting commission bears responsibility for:
correctness of execution of protocols of meetings and conclusions of the central tasting commission;
observance of procedure for assignment of number codes to samples of food products;
preserving confidentiality of information;
safety of the documents submitted to the central tasting commission within three years.
12. Meetings of the central tasting commission are held according to the schedule created based on appeals of state bodies and the organizations, approved by National academy of Sciences of Belarus.
13. The meeting of the central tasting commission is considered competent with participation in its work at least a half of her members.
14. In case of disagreements between state bodies and (or) the organizations for quality of food products the central tasting commission carries out assessment of organoleptic characteristics of food products in the presence of the test report with the positive conclusion about compliance of food products to requirements of technical regulatory legal acts for physical and chemical indicators and indicators of safety issued the Republic of Belarus accredited in the Accreditation system by test laboratory of National academy of Sciences of Belarus, the State committee on standardization, the Ministries of Health. In this case sampling for assessment of organoleptic characteristics of food products is performed by one of the listed test laboratories.
15. The central tasting commissions have the right to request the additional information necessary for accomplishment of the functions from state bodies and the organizations.
16. Assessment of organoleptic characteristics of food products is carried out by the opened or closed method according to the decision of the chairman of the central tasting commission.
