According to Item 2 of article 12 of the Constitutional law "About the Government of the Republic of Kazakhstan" plans of bill works of the Government are submitted for approval to the President of the Republic of Kazakhstan till November 15 and affirms no later than December 31 of the year preceding planned.

The introduced draft of the Plan or the project about modification and (or) amendments in the Plan of bill works of the Government is transferred for study to State and legal department of Presidential Administration (further – Department), other interested structural divisions of Presidential Administration.

4. After study and preparation of the corresponding conclusion which is approved with the Head of Presidential Administration the draft of the Plan is submitted to the Head of state.

The term of carrying out project appraisal of the Plan and preparation of the conclusion on it in Presidential Administration shall not exceed 10 working days from the date of its receipt in Presidential Administration.

Coordination with the President of the Republic of Kazakhstan of the draft of the Plan is performed by imposing by the Head of state of the relevant resolution. The agreed project of the Plan with offers and notes (in the presence of those) in the form of the conclusion signed by the Head of Presidential Administration or according to its authorization the special advisor to the president of the Republic of Kazakhstan according to legal issues returns to the Government for subsequent its approval taking into account notes and proposals of the Head of state.

The drafted and properly drawn up bill is submitted for approval to Presidential Administration signed by the Chief of staff of the Government of the Republic of Kazakhstan not later than 30 calendar days before the term established by the Plan of bill works of the Government for submission of the bill to Parliament of the Republic of Kazakhstan. The requirement for the term of submission of bills of coordination to Presidential Administration does not extend to the bills which are annually drafted in implementation of the Budget code.
