About approval of the Regulations on procedure for transportation of drugs, psychotropic substances and precursors in the territory of the Republic of Uzbekistan

2. Enact this Resolution after ten days from the moment of its state registration in the Ministry of Justice of the Republic of Uzbekistan.
3. To impose control over the implementation of this Resolution on the First Deputy Minister of Internal Affairs of the Republic of Uzbekistan G. T. Kadyrov and the First Deputy Minister of Health of the Republic of Uzbekistan A. I. Ikramov.

1. The Scientific Production Enterprise in the territory of the Republic of Uzbekistan is transported automobile, air and by rail according to the procedure, established by this Provision.
2. Action of this provision does not extend to transportation of the scientific research institute used in expert and operational search activities of law-enforcement bodies, services of homeland security and customs authorities and also in activities of judicial and expert organizations of the Ministry of Justice of the Republic of Uzbekistan. The procedure for transportation of the Scientific Production Enterprise withdrawn from illegal circulation by these bodies is performed according to the procedure, established by the legislation.
3. Transportation of Scientific Production Enterprise by legal entities automobile, air and by rail is performed on the permissions of law-enforcement bodies issued according to the procedure, established by this Provision.
4. In transit the combined medicines (containing Scientific Production Enterprise in the structure) not included in Lists II, III of the appendices NN 3, 4 to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan "About import export and transit through the territory of the Republic of Uzbekistan of drugs, psychotropic substances and precursors" of July 31, 2000 N 293, are not required execution of the authority for the move.
5. Authorities for the move of Scientific Production Enterprise in the territory of the Republic of Uzbekistan are issued by law-enforcement bodies within five working days according to the sample given in the appendix N 2 to this Provision.
6. For receipt of the annual authority for the move NIN in small quantities the following documents are submitted:
the statement on receipt of annual permission to the right of transportation of Scientific Production Enterprise in small quantities;
the copy of the order on appointment of person responsible for cargo hauling certified by the signature of the head and seal of the legal entity;
the copy of the document (passport) proving the identity of the responsible person.
7. One-time authorities for the move of Scientific Production Enterprise in bulk in the territory of the Republic of Uzbekistan are issued by law-enforcement bodies within five working days (Appendix N 2) based on the statement of the head of the legal entity, with indication of data on the name and quantity of load, complete route, person, responsible for transportation, and the accompanying his faces (as a part of protection), the involved transport and their drivers, with appendix of the following documents:
the statement on receipt of one-time permission;
copy of the order on appointment of person responsible for each separate cargo hauling;
copy of the contract (agreement) for acquisition of Scientific Production Enterprise;
the copy of technical data sheet of the car with mark about passing of technical inspection for the current year with indication of effective period, car driver licenses of drivers of the allocated automotive vehicles;
in case of transportation of Scientific Production Enterprise based on the agreement with the legal entity having the license for transportation of goods by road transport the copy of the relevant agreement is submitted.
8. One-time permission to the right of transportation of Scientific Production Enterprise is issued by relevant organ of internal affairs with indication of type and the number of the transported Scientific Production Enterprises, brand (brands) and the state number (the state numbers) of motor transport on which it will be transported, and also passport data of person responsible for cargo hauling.
