1. These rules govern the relations between the subscriber or the broadcaster and the telecom operator rendering communication services for the purposes of cable and (or) on-air television broadcasting and (or) broadcasting (further - TV and radio broadcasting), in case of the conclusion of the paid service provision agreement of communication for the purposes of cable and (or) on-air TV and radio broadcasting (further - service of communication for the purposes of TV and radio broadcasting).
2. The concepts used in these rules mean the following:
"subscriber" - the user communication services for the purposes of TV and radio broadcasting with which the service provision agreement of connection for the purposes of TV and radio broadcasting is signed (further - the agreement) with selection for this unique code of identification;
"subscriber line" - the communication line connecting communication network means of communication for distribution of programs of TV and radio broadcasting (further - TV and radio broadcasting communication network) through subscriber distributive system with the customer (terminal) premise equipment;
"subscriber distributive system" - set of the physical chains and technical means (including amplifiers through passage, splitters, subscriber sockets and other switching elements) located in the subscriber through which the customer (terminal) premise equipment is connected to TV and radio broadcasting communication network means of communication;
"broadcaster" - the user communication services for the purposes of TV and radio broadcasting with which the agreement is signed and which constitutes TV programs and (or) radio programs (further - teleradio programs) for their acceptance by the indefinite group of people and based on the license for broadcasting, extends them or provides their distribution in complete and invariable form by the third party;
"service area of the operator of communication network of TV and radio broadcasting" the territory within which in case of on-air broadcasting acceptance of the signal of teleradio program meeting technical standards or the territory within which in case of cable broadcasting availability of technical capability of delivery of signal of teleradio program is provided is provided;
"the customer (terminal) premise equipment" - the technical means (including the television receiver, the radio receiver) intended for acceptance, processing and reproduction of signals of teleradio programs;
"provision to the subscriber of network access of communication of TV and radio broadcasting" set of actions of the telecom operator rendering communication services for the purposes of TV and radio broadcasting (further - the telecom operator), on forming of subscriber line and connection with its help of the customer (terminal) premise equipment to TV and radio broadcasting communication network means of communication;
