1. Approve the enclosed Rules of accession of networks of telecommunication and their interaction.

2. Declare invalid the order of the Government of the Russian Federation of October 19, 1996 N 1254 "About approval of Rules of accession of the departmental and selected networks of telecommunication to network of telecommunication public" (The Russian Federation Code, 1996, N 44, the Art. 5016).

3. To provide to the ministry of information technologies and communication of the Russian Federation in accordance with the established procedure till July 1, 2006 to the Government of the Russian Federation rules of accession and interaction of communication networks for distribution of programs of television broadcasting and broadcasting.

Rules of accession of networks of telecommunication and their interaction

I. General provisions

1. These rules determine procedure for accession of networks of telecommunication (except communication networks for distribution of programs of television broadcasting and broadcasting) and their interactions, procedure for accession of networks of telecommunication (except communication networks for distribution of programs of television broadcasting and broadcasting) and their interactions with network of telecommunication of the operator holding essential position in public communication networks, essential conditions of accession of networks of telecommunication and their interaction, and also feature of accession of networks of telecommunication and their interaction with network of telecommunication of the operator of universal servicing with use of the communications infrastructure (means of communication, communication lines and constructions of communication) intended for rendering universal communication services.

2. The public communication network includes:

1) the telephone networks of telecommunication determined geographically within the serviced territory and resource of numbering (further - the networks of telecommunication determined geographically);

2) the telephone networks of telecommunication which are not determined geographically within the territory of the Russian Federation and resource of numbering (further - the networks of telecommunication which are not determined geographically);

3) other communication networks determined by technology of realization of communication services provision.

3. The networks of telecommunication determined geographically and the networks of telecommunication which are not determined geographically form telephone network of communication.

4. The telephone network of communication includes:

1) the networks of the fixed telephone communication determined geographically within the serviced territories and the numberings of geographically determined numbering zones using resource;

2) the networks of mobile radio communication which are not determined geographically within the territory of the Russian Federation and using resource of numbering of geographically not determined numbering zones;

3) the networks of mobile radio telephone communication which are not determined geographically within the territory of the Russian Federation and using resource of numbering of geographically not determined numbering zones;
