About approval of the Concept of reform of the sphere of research and development

The parliament accepts this resolution.

Art. 1. - Approve the Concept of reform of the sphere of research and development stated in the annex which is integral part of this resolution.

Art. 2. - Provide to the government accomplishment of provisions of the concept and till December 1, 1998 to submit to Parliament for consideration drafts of the laws on research and development and about Academy of Sciences of Moldova.

Concept of reform of the sphere of research and development

I. BASIC CONCEPTS

In this concept the basic concepts are used in the following value:

research and development - cumulative activities for implementation of scientific research and technological developments;

scientific research - basic researches and applied researches, combined. Scientific research consists of four main components: science, scientific technologies, scientific products and scientific services;

basic researches - the activities directed to receipt of new scientific knowledge of the nature and society, formulation and check of new hypotheses and theories. Basic researches reflect the economic, cultural and political level of the nation and as guarantee of highly skilled activities in the field of research and development promote increase in level of knowledge, forming of specialized human resources, and also change of views and method of the decision. Basic researches as the main source of knowledge serve as raw materials for applied researches;

applied researches - the activities directed to expansion and use of knowledge for the purpose of creation of new processes, technologies, products or services which can be implemented in production by business entities. Applied researches are source of efficiency and basis of success in the competition in the national and world markets;

technological developments - activities thanks to which are performed development, application and transfer of results of scientific research in economy and society (their development) and which purpose are implementation and materialization of new processes, technologies, products or services or their enhancement. The realization is enabled by transformation of results of applied researches into plans, schemes or documentation on new processes, products or services through system or process design, and also by development of processes by real business entities, products or services which can meet market requirements;

the innovation - the creative dynamic process including research and development as a result of which new functions appear or improves or extends functionality of process, products or services in any area, the new market demand meeting existing or stimulating;

technological transfer - activities for distribution of information, explanation, knowledge transfer, consultation and communication with persons who are not specialists in the field concerning results of research and development which are owned by the owner, for the purpose of implementation of these results. In the Republic of Moldova the most common forms of technological transfer are: exchange of information at different scientific forums, advisory activities, programs of professional experience exchange, joint research projects and contracts, patents and licenses, distribution of graduates of higher educational institutions in different industries of economy and the social sphere;

the state program - number of subjects or projects of research and development which are interconnected among themselves and through which the scientific and technical policy on the priority directions is implemented;

the state subject - the Section of the state program concerning one or several tasks or disciplines of the sphere of research and development, this or that technology or sphere of activity of society to which projects are directed;

the project of research and development - the specific purpose provided for realization for certain period and within the allocated human and material resources with implementation of complex of rules, tasks and actions;
