Based on the Law of the Republic of Belarus of November 5, 1992 "About conscription and military service" in edition of the Law of the Republic of Belarus of July 22, 2003, Regulations on procedure for the passing of military and special charges approved by the resolution of Council of Ministers of the Republic of Belarus of January 27, 2004 No. 78, and the Regulations on Committee for State Security of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 18, 2004 No. 566, Committee for State Security of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for the organization and carrying out military charges in the state security agencies of the Republic of Belarus.

2. This resolution becomes effective from the date of its official publication.

The instruction about procedure for the organization and carrying out military charges in the state security agencies of the Republic of Belarus

Chapter 1. General provisions

1. The instruction about procedure for the organization and carrying out military charges in the state security agencies of the Republic of Belarus (further the Instruction) determines procedure for the organization and carrying out military charges with the officers consisting in inventory of the state security agencies of the Republic of Belarus, the officers, ensigns, sergeants and soldiers consisting in inventory of Armed Forces of the Republic of Belarus and intended in teams of the state security agencies of the Republic of Belarus (further - persons liable for call-up), establishes procedure for the notification, appeal and sending persons liable for call-up to the venue of military charges, material, technical and financial provision, and also control of carrying out military charges and the reporting under them.

2. Main objective of military charges is increase in combat and mobilization readiness of the state security agencies of the Republic of Belarus which are under their supervision of organizations of education, the organizations of health care, military units, divisions of special purpose and other divisions (further if other is not determined, - the state security agencies).

3. Military charges (further - charges) on the purposes and nature of carrying out are subdivided on:

training sessions as a part of the state security agencies, their structural divisions on established military posts on which persons liable for call-up are intended for passing of military service to wartime (further - training sessions of assigned structure);

training sessions on training of persons liable for call-up on specialties of the state security agencies, military specialties (further - training sessions on training of persons liable for call-up);

training sessions on servicing of arms, military equipment and other appliances of emergency ration with their simultaneous studying (further - training sessions on servicing of the NZ equipment);

charges on check of combat and mobilization readiness of the state security agencies (further - checking charges).

Chapter 2. Planning of charges

4. General planning and management of the organization of carrying out charges in the state security agencies exercises mobilization control of Committee for State Security of the Republic of Belarus (further - mobilization management).

The appeal of persons liable for call-up and delivery of vehicles of state bodies and organizations to charges is performed within the limits determined by Council of Ministers of the Republic of Belarus.

5. For planning of training of persons liable for call-up on charges heads of the state security agencies, structural divisions of Committee for State Security of the Republic of Belarus (further - KGB of the Republic of Belarus) annually till July 15 represent to mobilization management previously approved with the completing military commissariats and (or) mobilization divisions of managements of KGB of the Republic of Belarus on areas (further - mobilization divisions of UKGB) offers on carrying out charges in the next year according to appendix 1.

6. In offers are specified: type of charges, the planned time of carrying out charges, the list of specialties and the number of the persons liable for call-up who are subject to appeal on charges, divisions of the state security agencies, military units of Armed Forces of the Republic of Belarus (further - Armed Forces) based on which it is planned to carry out charges, divisions of the state security agencies for which it is necessary to train persons liable for call-up.

In offers the necessary form of the admission to the state secrets for persons liable for call-up is also specified.

7. Mobilization management generalizes the arrived offers on carrying out charges and till September 1 represents them to the Ministry of Defence of the Republic of Belarus (further - the Ministry of Defence) for review and inclusions in the plan of training of persons liable for call-up on charges for the next year.

8. Based on the statement which arrived from the Ministry of Defence from the plan of training of persons liable for call-up mobilization management develops and brings to the state security agencies, structural divisions of KGB of the Republic of Belarus methodical recommendations and instructions for the organization and carrying out charges in the next year.

9. Training programs are developed for carrying out charges by divisions of the state security agencies for which it is necessary to train persons liable for call-up.

Chapter 3. Organization of appeal and sending persons liable for call-up for charges

10. For carrying out charges the appeal is performed:

military commissariats - the persons liable for call-up consisting in inventory of Armed Forces and intended in teams of the state security agencies;

mobilization divisions of UKGB - the officers consisting in inventory of the state security agencies.

11. On training sessions of assigned structure the persons liable for call-up who were not serving in the state security agencies, and also having professional training, insufficient for high-quality accomplishment of tasks on purpose, are called mainly.

12. On training sessions on training of persons liable for call-up persons liable for call-up of the 1st and 2nd categories are called.
