About the state dactyloscopic registration
The state dactyloscopic registration in the Republic of Tajikistan is entered for the purpose of:
- identity certificates of citizens of the Republic of Tajikistan, the foreign citizens and persons without citizenship who are constantly living in the Republic of Tajikistan or looking for shelters;
- identifications of citizens of the Republic of Tajikistan, foreign citizens and stateless persons which for health reasons or on age cannot give information on the personality;
- search of missing citizens;
- identifications of unknown corpses.

In the cases provided by this Law it is carried out:
a) voluntary state dactyloscopic registration;
b) obligatory state dactyloscopic registration.
The state dactyloscopic registration is performed according to the principles of legality, humanity, respect of rights of man and citizen, confidentiality, voluntariness.
The legislation of the Republic of Tajikistan on the state dactyloscopic registration is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.
Voluntary state dactyloscopic registration is the right of citizens of the Republic of Tajikistan and is carried out without restriction of age on declaration of will of citizens or their legal representatives.
Persons are subject to obligatory state dactyloscopic registration:
- the suspects of crime execution taken into custody, persons accused, convicts, and also persons interfering identification when making administrative offenses;
- accepted on military service, in law enforcement agencies, and also for work on the companies, organizations and the organizations or in their structural divisions which activities are connected with the increased risk for life of their workers or specific mode of privacy, according to the list approved by the Government of the Republic of Tajikistan;
- the licenses to use of firearms which addressed to law-enforcement bodies at the place of residence for obtaining;
- which for health reasons or on age cannot give information on the personality;
- living in the danger extraordinary areas having natural and technogenic property;
- the foreign citizens and persons without citizenship deported from the territory of the Republic of Tajikistan.
The foreign citizens and stateless persons arriving to the Republic of Tajikistan in search of shelter are subject to obligatory state dactyloscopic registration.
Also corpses which persons are not identified are subject to obligatory state dactyloscopic registration.
The state dactyloscopic registration is carried out by relevant organs of internal affairs according to the procedure, determined by the Government of the Republic of Tajikistan.
Storage, processing, systematization and destruction of material carriers of the state dactyloscopic registration are performed in the Center of the state dactyloscopic registration of the Ministry of Internal Affairs of the Republic of Tajikistan according to the procedure determined by the Government of the Republic of Tajikistan.
Financing of activities of the state dactyloscopic registration is performed at the expense of means of the government budget, and also from means of physical persons and legal entities according to the procedure, established by the Government of the Republic of Tajikistan.
Physical persons and legal entities for violation of requirements of this Law, are made responsible according to the legislation of the Republic of Tajikistan.

1. Enact the Law of the Republic of Tajikistan "About the state dactyloscopic registration" after its official publication.

- bring the decisions into accord with this Law.
