1. This Provision determines conditions and procedure for establishment and pension payment for special merits before the Kyrgyz Republic (further - pensions for special merits) according to article 11 of the Law of the Kyrgyz Republic "About the national pension social insurance" and article 12 of the Law of the Kyrgyz Republic "About provision of pensions of the military personnel"

Pensions for special merits are established only to the citizens of the Kyrgyz Republic who are constantly living in its territory and having special merits before the Kyrgyz Republic in the field of the state, public and economic activity, science, the equipment, culture, education, health care and sport, protection of the Homeland, marked out by honorary titles and the state awards.
3. Pensions for special merits are estimated in accordance with general practice in bodies of Social fund of the Kyrgyz Republic with increase in their size depending on degree of merits according to the decision of the Commission on establishment of pensions for special merits before the Kyrgyz Republic under the Government of the Kyrgyz Republic (further - the Commission) as a percentage to the granted pension:
a) 120 percent:
- to persons awarded the highest degree of difference "Respublikasynyn Baatyra's Kyrgyz";
- To Heroes of the Soviet Union;
- to persons awarded with the awards "Glories" of three degrees;
- to persons awarded with the awards "Manas" of three degrees;
- to the persons holding or holding the highest state positions of Toraga of Jogorku Kenesh of the Kyrgyz Republic, the Prime Minister of the Kyrgyz Republic;
b) 80 percent:
- To heroes of Socialist Work;
- to persons who are awarded the order Manas of the I degree;
c) 75 percent:

or medals of the Kyrgyz Republic and following medals of the USSR: "For labor valor", "For labor difference", "For courage", "For services in battle", and also "For valorous work in the Great Patriotic War 1941-1945", handed till 1960 (one medal);
or Certificate of honor and Letter of Presidium of the Supreme Council of the USSR and Kyrgyz SSR (one Certificate of honor or two Letters);
or Certificate of honor and Letter of the Kyrgyz Republic (one Certificate of honor or two Letters);
- to winners of the state awards of the USSR and Kyrgyz Republic and, besides, winners:
awards of the USSR and Kyrgyz Republic (one award);
or medals of the Kyrgyz Republic and following medals of the USSR: "For labor valor", "For labor difference", "For courage", "For services in battle", and also "For valorous work in the Great Patriotic War 1941-1945", handed till 1960 (one medal);
or Honourable letter and Letter of Presidium of the Supreme Council of the USSR and Kyrgyz SSR one Certificate of honor or two Letters);
or Certificate of honor and Letter of the Kyrgyz Republic (one Certificate of honor or two Letters);

- to deputies of the Supreme Council of the USSR and Kyrgyz SSR (to the elite at least two convocations);

5. Pensions for special merits are granted from the date of decision making by the Commission on establishment of pensions for special merits before the Kyrgyz Republic under the Government of the Kyrgyz Republic.
The staff of the Commission is created of representatives of state bodies, economic and public organizations and affirms the order of the Government of the Kyrgyz Republic.
