housing stock - set of all premises, irrespective of patterns of ownership, including apartment houses, special houses (hostels, special houses for lonely and aged, orphanages, houses boarding schools for temporary stay of persons with limited opportunities of health, boarding schools under schools and boarding schools), apartments, office premises and other rooms in other structures, suitable for accommodation;
census of housing stock - the action allowing to make official accounting through regular intervals of time (or control assessment) all units of housing stock in the territory of the Kyrgyz Republic, along with information collection on the chosen set of characteristics of housing stock;
population census and housing stock - action which at the same time allows to obtain information on the population and housing stock within the same process of registration;
population census - the action allowing to make through regular intervals of time official accounting (or control reconciliation) population living in the territory of the Kyrgyz Republic along with receipt of information on set of social, demographic and economic characteristics of the population.
This Law governs the legal relations arising during preparation, carrying out, accumulating and storage of personal data about the rewritten persons and housing stock, and also the publication or distribution otherwise of total of population census and housing stock, social and demographic inspections of the population of the Kyrgyz Republic (further - population census and housing stock).
The population census in the Kyrgyz Republic is conducted once in ten years to the terms dated for the next round of world population censuses. Along with the population census the census of housing stock can be conducted.
Between population censuses can be carried out, in case of their need, selective social and demographic inspections of the population.
The solution on carrying out population census and housing stock, social and demographic inspections of the population of the Kyrgyz Republic is accepted by the Government of the Kyrgyz Republic.
Actions for preparation and carrying out population census and housing stock perform public authorities, local government bodies within the delegated state powers.
For coordination of the activities of public authorities and local government bodies connected with preparation and carrying out population census and housing stock, the Government of the Kyrgyz Republic creates the special commission. The decision of local public administrations and local government bodies creates the relevant commissions.
Responsible state body in the Kyrgyz Republic for preparation, carrying out, development and the publication of total of population census and housing stock is the National Statistical Committee of the Kyrgyz Republic and its territorial authorities or their legal successors.
When carrying out population census and housing stock statistical bodies shall provide:
- objectivity, scientific justification of programs of censuses, their compliance to regulatory legal acts of the Kyrgyz Republic and come and the procedure established by the law into force to international treaties which participant is the Kyrgyz Republic, and also to the conventional principles and rules of international law;
- publicity and availability of summary results of development of materials of population census and housing stock;
- confidentiality of primary materials.
For preparation and carrying out population census and housing stock, accumulating and processing of the obtained primary data, publications and distribution of total of population census and housing stock are provided according to the procedure, established by the Government of the Kyrgyz Republic, change of structure and increase in the number of staff of government employees of bodies of the state statistics.
