For the purpose of execution of the Order of the Government N 163 of February 15, 2007. 1. Approve:

Regulations on the Center of legal information according to the appendix N 1;

changes and additions which are made to the separate orders of the Government, according to the appendix N 2.

2. Recognize invalid some orders of the Government according to the appendix N 3.

Regulations on the Center of legal information

I. General provisions

1. The center of legal information (further - the center) is the public administrative authority subordinated to the Ministry of Justice which is created for the purpose of enhancement and development of single system of legal information, content of official option legislative and regulations, accumulating, storage, systematization and the automated distribution of information from the State register of legal acts of the Republic of Moldova, the Register of pledges of personal estate, the Register of heritable cases and wills and the Register of accounting of execution of judgments, and also coordination of activities in the field of information and communication technologies and implementation of government programs for informatization of the Ministry of Justice and degrees of jurisdiction.

2. The center is legal entity, has own balance, seal with the image of the State Emblem of the Republic of Moldova and the name in state language, and also the treasurer account.

3. The center interacts with the public authorities, degrees of jurisdiction, notary offices, legal executives, physical persons and legal entities on the questions which are within its competence.

II. Main objectives of the center

4. The main objectives of the center are:

a) creation and development of the integrated system of legal information;

b) coordination of activities in the field of implementation of computer network and databank in the field of legal information;

c) implementation of means of informatization and creation of conditions for information support of bodies of public management, degrees of jurisdiction, and also physical persons and legal entities;

d) maintaining the State register of legal acts of the Republic of Moldova, the Register of pledges of personal estate, the Register of heritable cases and wills and the Register of accounting of execution of judgments, ensuring records and information access containing in these registers;

e) ensuring storage of information and the prevention of unauthorized access to the data included in the State register of legal acts of the Republic of Moldova, the Register of pledges of personal estate, the Register of heritable cases and wills and the Register of accounting of execution of judgments;

f) administration of the www.justice.gov.md and www.justice.md web pages and subdomains of servers of e-mail, Internet, communications, computer networks of the Ministry of Justice; communication networks of judicial system;

g) rendering information services.

III. Functions of the center

5. According to the assigned tasks the center performs the following functions:

1) in the field of creation and development of the integrated system of legal information and information technologies in the field of justice:

a) provides maintaining the State register of legal acts of the Republic of Moldova by development, updating, ensuring immunity and its maintenance in operation;

b) coordinates activities for integration of legal information into information system of the Republic of Moldova;

c) develops and realizes in practice methodical recommendations about development of the integrated system of legal information and information technologies in the field of justice;

d) undertakes measures for ensuring protection of the data entered in the State register of legal acts of the Republic of Moldova, and their integrity;

e) will organize maintaining documentation necessary for functioning of the State register of legal acts of the Republic of Moldova;

f) develops technical base and the program of the State register of legal acts of the Republic of Moldova;

g) provides access to bodies of public management, to physical persons and legal entities to the State register of legal acts of the Republic of Moldova, including through the www.justice.md web page;

h) provides information legal assistance to bodies of the central public management and degrees of jurisdiction, gives methodical support and help in training for the purpose of operation of single state system in processing of legal information;

i) will organize cooperation with the bodies accepting, promulgating, ratifying and storing legal acts, including international, establishes methods of collection and exchange of legal acts and information;

j) participates in project development of regulations in the field of registration of pledge, heritable cases and wills, execution of judgments;

k) provides according to the law access to the database and data protection, the pledges of personal estate included in the Register, the Register of heritable cases and wills and the Register of accounting of execution of judgments;

l) administers, supports, enhances and develops technical base and the program of the Register of pledges of personal estate, the Register of accounting of execution of judgments and the Register of heritable cases and wills;
