In pursuance of provisions of Article 22 and subitem b) parts (1) article 65 of the Law on Service of civil protection and emergency situations N 93-XVI of April 5, 2007. (The official monitor of the Republic of Moldova, 2007, N 78-81, Art. 358) DECIDES: the Government

1. Approve Regulations on procedure for execution of special service in Service of civil protection and emergency situations it (is applied).

2. To the Ministry of Internal Affairs to bring the regulations into accord with the specified provision.

Regulations on procedure for execution of special service in Service of civil protection and emergency situations

I. General provisions

1. The regulations on procedure for execution of special service in Service of civil protection and emergency situations (further - the Provision) establish procedure for transfer of citizens on service, appointments and dismissal, transfer in the order of service of personnel, assignments of special ranks, provisions of leaves, dismissals from service, and also other aspects of execution of service in Service of civil protection and emergency situations (further - Service).

Action of this provision extends to the citizens of the Republic of Moldova enlisted in Service according to the individual employment contract (further - employees).

2. Execution of service by citizens of the Republic of Moldova is performed according to the Constitution of the Republic of Moldova, the Law on Service of civil protection and emergency situations N 93-XVI of April 5, 2007, the Law on civil protection N 271-XIII of November 9, 1994 and the Law on fire safety N 267-XIII of November 9, 1994, this Provision, other regulations in the field of civil protection and fire safety, and also international treaties which party is the Republic of Moldova.

3. Action of this provision does not extend to civil servants of Service of civil protection and emergency situations which office or employment relationships are regulated by the Law No. 158-XVI of July 4, 2008 on the state position and the status of the government employee or as necessary the Labor code of the Republic of Moldova No. 154-XV of March 28, 2003.

II. Selection criteria and conditions of transfer of citizens in Service

4. Main objective of selection is identification of the citizens corresponding to the conditions facing the staff of Service. In selection process special attention should be paid to availability of high professional and moral qualities.

5. Candidate screen is the main objective of the head (management, department, the center, group, part) who directly is responsible for completion of vacant positions in division.

6. Activities for candidate screen join the separate Section in the work plan of division and service of personnel. In the plan the current and perspective demand in human resources, specific ways of completion and creation of reserve of personnel are established, considering completion amount human resources in connection with transfer of employees into other positions, their dismissal, and also need of completion by personnel of higher bodies.

7. Candidate screen is performed from among persons having the high professional and moral qualities, the corresponding general preparation suitable for health reasons in accordance with the terms, shown to specific position.

8. General requirements to persons arriving on service:

a) commitment to interests of the Republic of Moldova, capability to give the correct assessment to public events and the phenomena, civil consciousness, strict observance of the legislation;

b) insistence, diligence, conviction in importance of activities of Service, capability to give self-critical and objective assessment of the behavior and behavior of fellow workers;
