About approval of Industrial safety rules in case of heat treatment of metals

According to the Law of Ukraine "About labor protection" PRIKAZYVAYU:

1. Approve Industrial safety rules in case of heat treatment of metals (further - Rules) (are applied).

2. To read out from entry into force of the order not applied in the territory of Ukraine "Rules on safe engineering and industrial hygiene in case of heat treatment of metals" which were approved on December 11, 1968 by the Central Committee of labor union of workers of aviadefence industry, "Rules on labor safety in case of heat treatment of metals" which were approved of December 27, 1990 by the Ministry of the aviation industry of the USSR, "The safety rule and industrial hygiene during the work on electrothermal installations of the increased and high frequencies" which were approved of April 24, 1968 by the Central Committee of labor union of workers of aviadefence industry.

3. To the head of department of the organization of the state supervision in metallurgy, mechanical engineering, power, construction and Ivanchenko V. I. boiler inspection. in accordance with the established procedure to provide submission of this order on State registration in the Ministry of Justice of Ukraine.

4. To management of normative and legal and legal providing after state registration the order to include (Prokhorova V. V.) in the State register of regulatory legal acts on labor protection and to post it on the website of Gosgorpromnadzor.

5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

6. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor Dengin A. P.

Industrial safety rules in case of heat treatment of metals

I. General provisions

1. These Rules extend to all subjects of managing (further - the organizations) who perform heat treatment or design in construction, reconstruct and operate thermal shops and sites, and also during the designing, production, installation and adjustment of the new equipment; operation, maintenance, repair and upgrade of the operative equipment for heat treatment of metals.

2. Under the organization and operation at the companies of shops and sites of heat treatment of metals, except these Rules, it is necessary to observe requirements of the current legislation for labor protection.

3. Workers during acceptance and in the course of work undergo examination according to the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, for work registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05).

4. The existing instructions for labor protection by professions, separate work types, technological and operational documents on heat treatment of metals shall be developed (or are reviewed again) taking into account requirements of the Regulations on development of instructions for labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 (NPAOP 0.00-4.15-98), and these Rules.

5. Dangerous and harmful production factors are classified according to GOST 12.0.003-74 "Occupational safety standards system. Dangerous and harmful production factors. Classification".

In case of thermal and chemical heat treatment of metals impact on workers of various dangerous and harmful production factors is possible, including:

unprotected mobile elements of production equipment;

procurements, finished products or details which move (further - details);

vehicles which move;

aerosols of fibrogenny action (dust);

adverse microclimate of the working area;

the increased temperature of surfaces of the equipment and materials;

reduced temperature when processing details cold;

the increased or reduced air temperature of the working area;

dangerous level of tension in electric chain which short circuit can happen through body of the person;

the increased level of electromagnetic radiation (ultra-violet, visible, infrared, laser, microwave, radio-frequency);

the increased intensity of magnetic field;

the increased noise level on workplace;

the lowered illumination of workplace;

pozharo-and potential of explosion;

chemical factors of the all-toxic, irritating, cancerogenic action on the worker's organism;

weight and intensity of work.

6. The employer when implementing works with influence of dangerous and harmful production factors shall take measures for restriction of their action for the worker.

7. In the organizations it is necessary to organize investigation and to record accidents, occupational diseases and accidents according to requirements of the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112 "Some questions of investigation and accounting of accidents, occupational diseases and accidents on production" (NPAOP 0.00-6.02-04).

II. Requirements to factory buildings and rooms

1. General requirements

1. The factory buildings of thermal shops standing separately and also thermal shops and sites in general complex with other shops should be placed rather housing estate for winds of the prevailing direction alee and to build of fire-resistant material at the distance from the housing estate determined by calculation of dispersion of hazardous substances, but it is at least 50 m.

2. Thermal shops, as a rule, shall be located in one-storey buildings with the glazed windows and svetoaeratsionny lamps and conform to requirements Construction Norms and Regulations 2.09.02-85 * "Factory buildings" (further - Construction Norms and Regulations 2.09.02-85 *).

Placement of thermal shops, sites on the lower or intermediate floor of the multi-storey building is allowed. In this case inserted floors shall be expected action of the corresponding statistical and dynamic loadings, overlapping thermal insulation for reduction of thermolysis is provided. Reliable withdrawal of harmful allocations from these shops shall be also provided and the corresponding ventilation of the rooms located over them is provided.

Placement of thermal shops or sites on upper floor of the multi-storey building is allowed only in exceptional cases.

3. Production rooms for heat treatment of details can occupy all building or take place in the building with other shops (sites), at the same time they shall be located at external wall with window flights and separate from other shops (sites) main wall.

4. Safety of buildings, constructions and rooms is provided with observance of the existing regulating documents during designing, construction and operation according to requirements of GOST 12.1.004-91 "Occupational safety standards system. Fire safety. General requirements", GOST 12.1.010-76 "Occupational safety standards system. Explosion safety. General requirements" (further - GOST 12.1.010-76), Construction Norms and Regulations 2.09.02-85 *, Construction Norms and Regulations 2.11.01-85 "Store buildings", DBN V.1.1.7-2002 Fire protection. Fire safety of the construction objects approved by the order of the State Committee for Construction of Ukraine of 03.12.2002 N 88 (with changes), Construction Norms and Regulations 2.04.05-91 "Heating, ventilation and conditioning" (further - Construction Norms and Regulations 2.04.05-91).

5. Height of the shop depends on the number of the available flights, dimensions of the used equipment and the processed details and there shall be at least 8 m.

For certain thermal shops, in coordination with bodies of the state sanitary and epidemiological surveillance, reduction of height of rooms, but up to three meters is allowed at least.

In multi-aisle buildings of thermal shops height of "hot" flights where the equipment with big warm is installed and gas-allocations, shall be increased at the expense of svetoaeratsionny lamps.

Width of svetoaeratsionny lamps shall constitute at least 30% of width of flight.

6. Width of flight of the shop shall be at least 12 m. Width of the building and its planning shall provide open entry of fresh air to "hot" flights.

7. In shops and on sites of heat treatment it is necessary to provide passes and drives for movement of people and vehicles.

Width of drives shall ensure traffic safety of vehicles and is established depending on the maximum dimensions of vehicles with freight and in case of one-way traffic of floor wheeled motor transport there shall be m 2,5-3, in case of bilateral movement of floor wheeled motor transport and lorries with a loading capacity up to 3 t width of journey shall be 4 m.

Borders of passes and drives shall be noted by contrast light strips at least 50 mm wide or other technical means.

Blocking up of passes and drives or their use for warehousing of freights is not allowed.

8. Height of entrance gate of the shop shall be at least 5,4 of m, width - is at least m 4,8 (for rail transport).

In the shop availability of at least two emergency exits is obligatory.

Doors shall have width of at least 0,8 of m and height - at least 2,0 of m.

Gate, the doors and other apertures in main walls made for various requirements shall be warmed and equipped with platforms or thermal air veils. Doors shall have devices for forced closing. Opening and closing of heavy and big gate shall be mechanized, for exception of possibility of their involuntary opening or closing there shall be clamps.

9. The device and content of transport ways in the territory and in production premises of the organization shall conform to requirements of GOST 12.3.020-80 "Occupational safety standards system. Processes of cargo transfer at the companies. General requirements of safety" (further - GOST 12.3.020-80).

10. Walls, ceilings and internal structures of rooms of thermal shops shall be painted according to CH 181-70 "Instructions for designing of color finishing of interiors of factory buildings of industrial enterprises" (further - CH 181-70).

Processing of surfaces of production rooms shall exclude possibility of accumulating of dust, absorption of vapors and gases and to allow systematic cleaning of surfaces by damp method.

11. In rooms of sites of etching, tsianization, liquid azotization and lead furnaces, and also sites where vacuum furnaces are established, laser, plasma and electron beam machines, walls on height of 2 m from floor shall be revetted with tiled or glass tiles.

Walls and partitions of rooms where laser devices III-IV of classes of safety are placed, shall be produced from nonflammable materials with opaque surface according to Sanitary standards and rules of the device and operation of lasers (the SanPiN 5804-91).

12. The floor covering type when designing thermal shops (sites) should be chosen according to Construction Norms and Regulations 2.03.13-88 "Floors".

In thermal shops floors should be carried out from corrugated pig-iron tile or other material conforming to requirements of fire resistance and superficial durability. They shall be equal, nonslipping, water-proof and impervious for oil and it is easy to be cleared of dirt.

Floor in drives, passes, on sites of warehousing of freights shall have strong and hard surface. On sites of washing of details floor covering shall be waterproof. On sites of etching, tsianization, liquid azotization and others where use of alkalis, acids, salts, oil products, etc. is possible, floor covering shall be resistant to impact of chemically active agents and not allow their absorption. Floor on these sites shall have bias at least 1:200 towards ladders for removal of sewage.

13. All deepenings in floor (wells, priyamk, tunnels of communications) shall be blocked by conveniently removed plates of necessary durability with corrugated surface.

14. Rails of intra shop transport shall be executed flush with floor. Turntables shall have reliable clamps which automatically become isolated.

15. Sites of pickling of metals, tsianization, liquid azotization, cyanic and lead furnaces bathtubs, diffusive metallization, borization, plasma, electron beam, laser processing, preparation of firm karbyurizator shall be placed in the rooms isolated from each other with the closed apertures for cargo flows.

At windows metal lattices shall be established.

16. On sites of etching of metal in overlappings, walls, columns and other structural elements of the room for prevention of corrosion in case of interaction with hostile environment there shall not be unprotected speakers of metal parts.

17. In rooms for warehousing and packing of cyanic salts of connection of walls with floor shall be rounded off and not have hollows, cracks, cracks in which remaining balance of salts can accumulate.

The device of plinths, wooden shelves, racks, etc. is not allowed. Floor shall be the smooth, covered metlakhsky tiles, linoleum or other waterproof material with the device of biases for liquid drain.

18. Width of passes in rooms for warehousing and packing of cyanic salts shall be at least than 1 m.

The floor in rooms cannot be swept, it needs to be washed with the hot water containing 1% of iron vitriol for neutralization of dust of cyanic salts or hot soda solution. In time off the warehouse shall be sealed up.

19. Sites of heat treatment in cyanic bathtubs where the works relating to group 3a of production processes on Construction Norms and Regulations 2.09.04-87 "Office and household buildings" are carried out (further - Construction Norms and Regulations 2.09.04-87), shall unite with the special isolated sanitary and household rooms.

20. For placement of the service equipment (pipelines, cooling agents of oil, pumps, electric motors of fans, etc.), transport and communication means the cellars and semi-basements equipped with effective ventilation can be used. Height of these rooms from floor to speakers of designs of overlapping (covering) shall be at least 2,2 of m. The lower speakers of part of communications and the equipment shall be located at height of at least 1,8 of m. Width of passes to cellars and semi-basements shall be at least than 1 m.

21. For the periodic equipment maintenance deepened in floor the tunnels equipped with effective ventilation shall be provided. Width of tunnel shall be such that in places of servicing of the heat-radiating equipment (furnaces, bathtubs) passes constituted at least 1,5 of m. The sizes of transport and communication tunnels shall correspond Construction Norms and Regulations 2.09.02-85*.

22. Basements and tunnels shall have at least than two exits arranged in the places most of all convenient for exit of service personnel.

Distances from the most remote workplaces to the next emergency exit and between exits shall correspond Construction Norms and Regulations 2.09.02-85*.

23. Basements and tunnels shall have reliable steel concrete or metal overlappings on strong support.

Communication channels shall be blocked by metal or steel concrete plates of necessary durability which easily are removed. Over the locations of gates folding covers shall be established.

24. Rooms for warehousing of details, reservoirs for liquids, and also chemicals and other materials shall be equipped with racks. Racks shall be expected the corresponding loadings, are operational and fixed. On each rack maximum allowable loads shall be specified.

The glass container of large volumes shall be established on warehouse floor.

Width of passes between racks and stacks of breakbulk cargoes is established by at least 0,7 of m. Floor in storage facilities shall be smooth.

25. Placement of storage facilities in one building with production rooms shall not contradict conditions of engineering procedure, health and fire-proof requirements.

The storage facilities carried to explosion-fire-hazardous rooms shall be located in separately located one-storey buildings or one-storey rooms adjoining the factory building.

26. Household and auxiliary rooms shall be separated production rooms by blank walls or partitions and to constitute no more than 60% of external perimeter of the building of the thermal shop. Placement of extensions and gaps between them shall provide possibility of the device of apertures for natural air flow to rooms of the thermal shop.

27. Steel structures, walls of production rooms, air ducts of ventilation shall be cleared of dust so that the amount of groundless dust could not form explosive pylevozdushny mix (more than 1% of amount of the room).

Air ducts (pipelines) transporting pylevozdushny mix shall be protected from impact of static electricity and are grounded.

28. Cleaning of workplaces, drives and passes shall be performed during all working day and after each change.

29. It is necessary in process of pollution (but at least once a month) to do cleaning and cleaning of rooms, metalwork, external surfaces of air ducts of ventilating systems and other equipment. For the period of cleaning electrothermal devices and thermal aggregates with fusions shall be covered.

30. Glasses of windows and svetoaeratsionny lamps shall be purified regularly of dust and dirt (in process of pollution), but at least once in three months. During purification of glasses measures of protection of workers from possible fall of splinters of glass shall be taken.

Cleaning of the glazed surface of svetoaeratsionny lamps should be performed from the platform of servicing.

31. Whitewashing of walls and ceilings of rooms of thermal shops is recommended to be made regularly, at least once a year.

2. Requirements to heating, ventilation and conditioning

1. Production and auxiliary rooms of thermal shops and sites shall be equipped with systems of heating, ventilation and conditioning according to requirements Construction Norms and Regulations 2.04.05-91.

2. Systems of heating, ventilation and conditioning during the main and repair and auxiliary works shall provide optimum or admissible microclimatic conditions in the working area according to requirements of Sanitary standards of microclimate of the production rooms approved by the resolution of the chief state health officer of Ukraine of 01.12.99 N 42 (further - DSN, and also decrease in content in air of hazardous substances to values which do not exceed the threshold limit values (further - maximum allowable concentration) regulated by GOST 12.1.005-88 "Occupational safety standards system. General sanitary and hygienic requirements to air of the working area", (further - GOST 12.1.005-88).

Classification of hazardous substances and general requirements of safety in case of their production, application and storage are given in GOST 12.1.007-76 "Occupational safety standards system. Hazardous substances. Classification and general requirements of safety" (further - GOST 12.1.007-76).

3. In cabins of crane operators, in rooms of control panels engineering procedures, optimum values of air temperature shall be maintained in the halls of computer facilities and other rooms in case of performance of works of operator type connected with neuroemotional pressure (22-24 hail. C), its relative humidity (40-60%) and movement speeds (it is no more than 0,1 of m/s) according to DSN

4. In production rooms where is excluded to provide microclimate measure value within regulations, it is necessary to provide actions for protection of workers against overheating, chilling and other harmful factors.

5. Thermal shops shall be equipped with air systems of heating which unite with forced ventilation without recirculation.

In case of the corresponding feasibility statement use of air and heating aggregates and local heating devices is allowed. Local heating devices of heating shall have smooth surface, readily available for cleaning of dust.

Use of household and self-made electric heaters is not allowed in production and auxiliary rooms.

6. Recirculation of stitched air for heating is allowed in working hours only in metal warehouses.

On production sites recirculation can be used for requirements of heating on duty in time off.

7. According to Construction Norms and Regulations 2.04.05-91 pritochny air should be given to the working area from air distributors:

horizontal streams which are issued in limits or above the working area;

streams sloping (down) which are issued at the height of 2 m and more from floor;

the vertical streams issued at the height of 4 m and more.
