1. Approve the enclosed Instruction about procedure for record keeping on addresses of citizens, individual entrepreneurs and legal entities in the State committee on property of the Republic of Belarus (further - the Instruction).

2. Determine that:

2.1. vice-chairmen, heads of structural divisions, employees of the State committee on property of the Republic of Belarus to whom consideration of addresses of citizens is entrusted of individual entrepreneurs and legal entities bear the responsibility for non-compliance with the requirements specified in the Instruction and other regulatory legal acts, complete, objective, comprehensive and timely examination of addresses established by the legislation;

2.2. employees of the State committee on property of the Republic of Belarus to whom consideration of addresses of citizens, individual entrepreneurs and legal entities is entrusted shall:

take measures for complete, objective, comprehensive and timely examination of addresses;

make legal and reasoned decisions;

in writing to inform applicants on the decisions made by results of consideration of written addresses, having reasoned for their acceptance.

3. Recognize invalid:

the resolution of Committee on land resources, geodesy and cartography under Council of Ministers of the Republic of Belarus of November 17, 2005 No. 41 "About approval of the Instruction about procedure for record keeping on addresses of citizens in the State committee on property of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2005, No. 190, 8/13440);

Item 19 of the resolution of the State committee on property of the Republic of Belarus of July 27, 2006 No. 16 "About introduction of amendments to some resolutions of Committee on land resources, geodesy and cartography under Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 130, 8/14818).

2. The clerical work according to addresses of citizens in the State committee on property of the Republic of Belarus is conducted separately from clerical work according to addresses of individual entrepreneurs and legal entities, other types of clerical work and performed by the structural division responsible for clerical work.

3. Responsibility for record keeping according to addresses is born by the head of the structural unit of the State committee on property of the Republic of Belarus responsible for clerical work.

4. Registration of addresses of citizens is performed in electronic and card (in registration and control cards) forms.

On each address of the citizen two copies of registration and control card in form according to appendix are constituted.

Registration of addresses of individual entrepreneurs and legal entities is performed electronically.

5. All Republic of Belarus which arrived in the State committee on property of the address including accepted on personal acceptance, are registered in day of their receipt in accordance with the established procedure.

6. Envelopes from the arrived addresses remain when only on them it is possible to establish the address of the sender or when date of postage stamp serves as confirmation of departure time and receipt of the address.

7. The registration index is appropriated to addresses according to the accepted system of document registration in the State committee on property of the Republic of Belarus.

8. The next index is appropriated to repeated addresses in case of their receipt within calendar year depending on amount of document flow.

9. The appeals of the same person on the same question sent to various addressees and which arrived for consideration are considered under registration index of the first address with addition of additional sequence number.

10. After registration of addresses of citizens they are submitted the Chairman of the State committee on property of the Republic of Belarus.

In case of absence of the Chairman of the State committee on property of the Republic of Belarus addresses of citizens are transferred it to deputies for activities.

After registration of addresses of individual entrepreneurs and legal entities they are submitted the Chairman of the State committee on property of the Republic of Belarus or his deputies for activities.

Orders of the Chairman of the State committee on property of the Republic of Belarus and his deputies about further review of addresses are drawn up in the form of resolutions.

11. Behind consideration of addresses it is controlled by the structural division of the State committee on property of the Republic of Belarus responsible for clerical work, with use of the electronic control system and (or) registration and control cards.

Control comes to the end if all questions raised in addresses are considered, taken necessary measures and applicants are given answers in the terms established by the legislation.

Decisions on removal from control of addresses are made by the Chairman of the State committee on property of the Republic of Belarus or his deputies.

The appeals sent by Council of Ministers of the Republic of Belarus, Administration of the President of the Republic of Belarus, the State Control Committee of the Republic of Belarus the deputies of the House of Representatives of National assembly of the Republic of Belarus requiring to report results of consideration, and the instructions provided by subitem 1.4 of Item 1 of the Presidential decree of the Republic of Belarus of October 15, 2007 No. 498 (further - instructions), undertake on special control.

12. Answers to addresses are given in the terms established by the legislation.

To applicants it is in writing reported about the decisions made by results of consideration of their written addresses.

In the answers sent to the state bodies specified in part four of Item 11 of this Instruction according to the addresses and instructions which are on control data on the notification of the applicant on results of consideration of its address, mark about the contractor are specified.

The index of the answer consists of registration index of the address with amendment of other established designations applied in case of registration.

13. Terms of consideration of addresses are estimated from the date of their registration in the State committee on property of the Republic of Belarus.
