Regulations on the Ministry of Education of Turkmenistan

1. The Ministry of Education of Turkmenistan is the state body performing single state policy in the field of education.

In the activities the Ministry submits to the President of Turkmenistan and the Cabinet of Ministers of Turkmenistan.

3. The Ministry of Education of Turkmenistan and governing bodies of education in welayats, etraps and the cities constitute single system of management of education in the country.

4. The main objectives of the Ministry of Education of Turkmenistan are:

ensuring practical realization of policy of education of the President of Turkmenistan Saparmurat Turkmenbasha;

training of highly educated youth in educational institutions, qualified personnel in higher educational institutions of the country;

education intellectually developed, spiritually and physically healthy youth ready to selfless service to the people, deeply devoted Fatherland - to independent and neutral Turkmenistan and its President;

holding festival of the studying youth "Garashsyzlygyn мержен deneler", identification of talented and gifted youth;

high-quality updating of curricula and training programs in all educational institutions according to priorities of social and economic development of the country;

5. According to the tasks assigned to it the Ministry of Education of Turkmenistan performs the following functions:

provides educational and methodical management and the state control of activities of local authorities of management of education and organizations of education, irrespective of patterns of ownership, coordinates their activities;

develops curricula and training programs and brings them after consideration by the Supreme council on science and technology in case of the President of Turkmenistan on approval in the Cabinet of Ministers of Turkmenistan;

holds the annual school, interschool, etrapsky, velayatsky and nation-wide subject Olympic Games, professional tenders, sporting and other cultural events;

develops and realizes the national program of educational work in each educational institution of the country taking into account the best traditions and experience of national pedagogics of the Turkmen people;

provides profound learning of foreign languages and implementation of the new Turkmen alphabet in educational institutions;

together with higher education institutions, the ministries, departments and hyakimlika carries out professional orientation work with pupils of schools and requirements analysis of industries of the national economy in specialists;

makes in the Cabinet of Ministers of Turkmenistan offers on the plan of enrollment of students and pupils in the highest and average special educational institutions;

provides enhancement of structure of governing bodies of formation of all levels and organizations of education;

realizes the development program of material and technical resources of preschool institutions, schools and higher education institutions, equipment by their educational equipment and computerizations of educational process;

carries out inspection and control and auditing work, check of condition of financial accounting and the reporting in organizations of education, exercises interdepartmental financial control, including of target expenditure of the funds allocated from the Government budget of Turkmenistan;

performs international cooperation in the field of education.

6. The Ministry of Education of Turkmenistan has the right:

act as the founder of educational institutions in the procedure established by the legislation of Turkmenistan;

exercise control of execution of the legislation of Turkmenistan in the field of education;

issue within the competence, including together with other ministries and departments, orders, instructions and other regulatory legal acts;

make offers in the Cabinet of Ministers of Turkmenistan on enhancement of curricula and programs, structures of governing bodies of education and organization of education;

together with the Ministry of Economics and finance of Turkmenistan to develop the state standard rates financial and material logistics of organizations of education;

request necessary information, documents, materials and statistical data from state bodies, organizations, the organizations and the companies.

7. The Ministry of Education of Turkmenistan is headed by the Minister who is appointed and dismissed by the President of Turkmenistan.
