4. Declare invalid Item 1 of the order of the Government of the Russian Federation of March 3, 1992 N 135 "About relief measures to refugees and displaced persons" regarding payment of one-time money allowance to displaced persons.

Payment procedure of one-time money allowance to person who received the registration certificate of the petition for recognition by his displaced person

1. This Procedure determines sales terms of the right of person who received the registration certificate of the petition for recognition by his displaced person and the family members who arrived with it did not reach 18-year age on receipt of one-time money allowance of the corresponding size for each family member (the benefit hereinafter is referred to as further).

2. Person who received the registration certificate of the petition for recognition by his displaced person submits the corresponding application in writing to territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level in the place of stay of person in the territory of the Russian Federation with indication of in it the family members who arrived with it did not reach 18-year age.

In case of filing of application the following documents are shown:

9. Allowance payment is made at the expense of the means of the federal budget provided on implementation of actions in the field of migration policy.

10. In case of refusal in provision of the status of the displaced person are not subject to person which received the registration certificate of the petition for recognition by his displaced person, money paid in the form of benefit to return.

11. The person who intentionally reported false data or showed obviously false documents which formed the basis for allowance payment compensates the received means to the territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level which issued the reference.
