About creation of the International medical center in Ashgabat

For the purpose of improvement of quality of medical attendance of citizens of Turkmenistan and foreign states on the basis of use of the latest medical equipment and technologies meeting international standards I decide:

1. Create the International medical center based on the cardiological clinic built in Ashgabat.

2. Determine what within one and a half years, before complete transition of the International medical center in Ashgabat on cost accounting, financing of the expenses of the Center connected with medical attendance of citizens of Turkmenistan is performed from the Centralized budget of Turkmenistan within the assignments and salary fund provided for 1998-1999 to the Ministry of Health and the Medical Industry of Turkmenistan in the amount of 50 percent from actual costs.

3. Permit the Ministry of Health and the Medical Industry of Turkmenistan to sign the contract with "Siemens Hsals Servises Gmbh" (Germany) for management of the International medical center in Ashgabat for a period of one and a half years, with registration in accordance with the established procedure.

Determine that payment of cost of the contract is performed at the expense of means of the State fund of development of health care of Turkmenistan.

4. Establish to the International medical center in limiting Ashgabat the number of workers in number of 223 units due to the reduced number of staff of employees of medical institutions of the Ministry of Health and the Medical Industry of Turkmenistan.

5. Approve the enclosed Regulations on the International medical center in Ashgabat.

6. To the Ministry of Health and the Medical Industry of Turkmenistan:

approve structure and the staff list of the International medical center in Ashgabat;

together with the Ministry of Economics and finance of Turkmenistan to develop and approve the price list of the prices of the paid medical services rendered by the Center;

provide involvement of prominent foreign specialists for work in the International medical center in Ashgabat on contractual basis.

Regulations on the International medical center in Ashgabat

1. This Provision determines procedure for activities of the International medical center in Ashgabat (the Center is referred to as).

6. According to the tasks assigned to it the Center performs the following functions:

implements modern cost-efficient schemes and standards of treatment and diagnosis of various diseases;

enhances the organization and management of the Center;

develops and strengthens material and technical resources;

provides conditions for advanced training of specialists of the Center;

enhances system of information and computer support;

performs within the competence international cooperation and foreign economic activity according to the procedure, established by the legislation of Turkmenistan.

The center has the right:

provide medical services on paid basis;

on issue of leaves of disability in case of the treatment of patients according to the procedure established by the legislation of Turkmenistan;

make offers on change of form of business of activities, structure, the number of staff and the staff list of the Center in higher bodies of public administration;

determine the amount of compensation of workers and other terms of employment depending on quality and the number of the services rendered by the worker, but not below the established average level of salary by the country;

own, use and dispose of objects of state-owned property on the right of complete economic maintaining;

sign contracts with legal entities on servicing of infrastructure of the Center;

perform international cooperation and foreign economic activity according to the procedure, established by the legislation of Turkmenistan;

create in accordance with the established procedure joint-stock companies (joint businesses) with foreign participation on mutually advantageous basis.

8. Financial resources of the Center are created due to collection of payment for the rendered medical services and budgetary appropriations.

9. The income of the Center from economic activity is deducted in accordance with the established procedure in the State fund of development of health care of Turkmenistan.

10. The price list of the prices of the medical services rendered by the Center affirms the Ministry of Health and the Medical Industry of Turkmenistan together with the Ministry of Economics and finance of Turkmenistan.

11. Rates for medical services are determined taking into account the provided set and amount of the services and standards of diagnostics and treatment approved by the Ministry of Health and the Medical Industry of Turkmenistan.

12. Cost recovery of the medical services rendered by the Center to citizens of Turkmenistan and foreign states is performed at the expense of own means of patients.
