About enhancement of management and structure of health care in Turkmenistan

For the purpose of further enhancement of management and structure of health care, the organization of primary medical and sanitary and stationary help, improvement of quality and efficiency of the treatment-and-prophylactic help to the population I decide:

1. Assign to the Ministry of Health and the Medical Industry of Turkmenistan implementation of measures for realization of state policy in the field of protection of public health, development and program implementation on health care development, ensuring efficiency of functioning of bodies and healthcare institutions, carrying out sanitary and epidemiologic work, improvement of quality of rendering the treatment-and-prophylactic and medicinal help, and also enhancement of the medical services provided to the population.

2. Create:

in the centers of welayats and Ashgabat multi-profile and specialized hospital, hospital of mother and child, having abolished velayatsky and city hospitals of all profiles, maternity hospitals and specialized dispensaries;

The central clinical hospital with scientific clinical center of cardiology of the Ministry of Health and the Medical Industry of Turkmenistan, having abolished the Central clinical hospital of N. I. Pirogov and Research institution of preventive and clinical medicine of S. Dursunova of the entered Ministry;

The central clinical hospital with scientific clinical center of physiology of the Ministry of Health and the Medical Industry of Turkmenistan, having abolished the Central railway clinical hospital and Research institution of physiology of the specified Ministry.

3. Approve the enclosed nomenclature of healthcare institutions.

4. To the Ministry of Health and the Medical Industry of Turkmenistan to develop and approve:

structure of bodies and healthcare institutions;

standard provisions and regular standard rates of again organized treatment and prevention facilities and scientific clinical centers.

5. Determine that financing of activities of scientific clinical centers is performed at the expense of means of the Centralized budget of Turkmenistan within the overall appropriations and the salary fund provided to the Ministry of Health and the Medical Industry of Turkmenistan.

6. Permit the Ministry of Health and the Medical Industry of Turkmenistan to have three deputy ministers, including on sanitary and epidemiologic work, the organization of the treatment-and-prophylactic help, provision of medicines and development of material and technical resources of health care.

7. Determine that:

the deputy minister of health care and medical industry of Turkmenistan on sanitary and epidemiologic work at the same time is the Chief of the state sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan;

the head of department of health care of Ashgabat at the same time is the deputy minister of health care and medical industry of Turkmenistan on a voluntary basis.

together with the Ministry of Economics and finance of Turkmenistan procedure for determination of the prices of paid medical services and project of the Regulations on procedure for collection of payment for rendering paid medical services by the public medical institutions;

together with the Ministry of Trade and resources of Turkmenistan and Turkmenpotrebsoyuz of suggestion for improvement of catering services of patients in hospitals;

together with the Ministry of Education of Turkmenistan offers on further enhancement of training of specialists for healthcare institutions;

project of the Regulations on the medico-social commissions;

offers on privatization of the public pharmaceutical institutions.

14. To the Ministry of Economics and finance of Turkmenistan to make corresponding changes to the Government budget of Turkmenistan for 1998.

15. To the Ministry of Justice of Turkmenistan to prepare and make in the Cabinet of Ministers of Turkmenistan offers on modification and the amendments in the legislation of Turkmenistan following from this resolution.
