About creation of the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan

For the purpose of increase in efficiency of sanitary and epidemiologic work in the country and providing the population with products, safe for health, I decide:

1. Create the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan based on the relevant departments of central office and subordinated organizations of the Ministry.

2. Assign implementation of measures for ensuring sanitary and epidemic wellbeing of the population, carrying out hygienic certification of products and implementation of the state sanitary and epidemiological surveillance to the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan.

3. Determine that financing of activities of the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan and its subordinated organizations is performed by the specified Ministry due to assignments from the Centralized budget of Turkmenistan.

4. Enter hygienic certification of products potentially hazardous to health of the person since May 1, 1998.

5. Approve enclosed:

Regulations on the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan and the list of the organizations which are its part;

Regulations on hygienic certification of products in Turkmenistan and the list of types of products, subjects of hygienic certification.

6. The main state inspectorate for standardization, metrology, protection of subsoil and safe operation in the national economy of Turkmenistan:

perform obligatory certification of products which are subject to hygienic certification only in the presence of the appropriate certificate;

transfer in accordance with the established procedure the Center of standardization, testing and certification of foodstuff to conducting the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan.

7. Establish the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of limiting Turkmenistan the number of employees of central office in number of 40 units.

8. To the Ministry of Trade and resources of Turkmenistan to transfer to the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan functions of the State inspectorate for trade, goods quality and the consumer protection regarding control of product quality made at catering establishments, suspensions of the sales of products potentially hazardous to health of the person, carrying out radiological and physical and chemical analyses of the made and sold food products.

9. To the Ministry of Defence of Turkmenistan, the Ministry of Internal Affairs of Turkmenistan, Committee of homeland security of Turkmenistan and the State Border Service of Turkmenistan in coordination with the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan to approve regulations on sanitary inspection on subordinated objects.

10. To the Ministry of Economics and finance of Turkmenistan to make corresponding changes to the Government budget of Turkmenistan for 1998.

11. To the Ministry of Justice of Turkmenistan to prepare and provide to the Cabinet of Ministers of Turkmenistan offers on modification and the amendments in the legislation of Turkmenistan following from this resolution.

Regulations on the State sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan

1. The state sanitary and epidemiologic inspection of the Ministry of Health and the Medical Industry of Turkmenistan (Gossanepidinspektion is referred to as) is the body performing measures for ensuring sanitary and epidemic wellbeing of the population, carrying out hygienic certification of products and the state sanitary and epidemiological surveillance behind observance of the sanitary legislation of Turkmenistan.

2. In the activities Gossanepidinspektion is guided by the Constitution of Turkmenistan, the laws of Turkmenistan and other acts of Majlis of Turkmenistan, acts of the President of Turkmenistan, decisions of the Cabinet of Ministers of Turkmenistan, regulating documents of the Ministry of Health and the Medical Industry of Turkmenistan and this Provision.

5. State sanitary inspection according to the tasks assigned to her:

will organize and holds sanitary and hygienic and sanitary and anti-epidemic events for prevention and liquidation of infectious, parasitic, occupational and mass noninfectious diseases and food poisonings;

performs actions for sanitary protection of the territory of Turkmenistan from drift and spread of quarantine and other infectious diseases, delivery of food hazardous to health and consumer goods;

makes in accordance with the established procedure offers on introduction and cancellation in the territory of Turkmenistan of special conditions and modes of accommodation of the population and conducting economic activity;

coordinates activities of the ministries and departments for the organization and holding the complex sanitary and hygienic and sanitary and anti-epidemic actions directed to improvement of the habitat of the person and prevention of diseases including in case of emergency situations;

provides observance of health regulations of content of streets, yards, cultural and educational institutions, stadiums and other places of mass visit of citizens together with monthly authorities;

determines single requirements to the organization and carrying out the state sanitary and epidemiological surveillance;
