RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

About procedure and conditions of free pass of children and the pedagogical workers accompanying them

(as amended on 27-12-2023)

Based on the paragraph of the seventh Item 19 of the Presidential decree of the Republic of Belarus of August 28, 2006 No. 542 "About sanatorium treatment and improvement of the population", subitem 1.16 of Item 1 of Article 14 and Item 5 of article 15 of the Law of the Republic of Belarus of June 14, 2007 No. 239-Z "About the state social privileges, the rights and guarantees for separate categories of citizens" for the purpose of ensuring realization of the right to free pass by children, constantly (mainly) living or studying at the territory which underwent to radioactive pollution as a result of catastrophic crash on the Chernobyl NPP in zone of the subsequent settling out, in zone with the right to settling out and in accommodation zone with periodic radiation control (further – the territory of radioactive pollution), the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve Regulations on procedure and conditions of free pass of children, constantly (mainly) the pedagogical workers living or studying at the territory of radioactive pollution, and accompanying them from the residence to the place of sanatorium treatment or improvement and back, and also children, constantly (mainly) living in the territory of radioactive pollution, in the direction of the state organizations of health care from the residence to the place of dispensary, out-patient or clinical inspection (treatment) and it (is back applied).

2. To the Ministry of Health, the Ministry of Transport and Communications, the Republican center for improvement and sanatorium treatment of the population in two-month time to take measures for implementation of this resolution.

3. To the Ministry of Finance and regional executive committees in accordance with the established procedure to provide funds for expense recovery, the minor children connected with free pass, constantly (mainly) living or students in the organizations of education in the territory of radioactive pollution directed to sanatorium treatment or improvement, and also to dispensary, out-patient or clinical inspection (treatment).

4. This resolution becomes effective from the date of its official publication.

1. This Provision determines procedure and conditions of free pass of children, constantly (mainly) living or studying at the territory of radioactive pollution (further – the children living or studying at the territory of radioactive pollution), and the pedagogical workers accompanying them from the residence to the place of sanatorium treatment or improvement and back, and also children, constantly (mainly) living in the territory of radioactive pollution (further – the children living in the territory of radioactive pollution), by the direction of the state organizations of health care from the residence to the place of dispensary, out-patient or clinical inspection (treatment) and back.

2. The representative offices of the Republican center for improvement and sanatorium treatment of the population (further – representative offices of the Center) organizing the direction of the children living or studying at the territory of radioactive pollution in the sanatorium organizations of the Republic of Belarus on sanatorium treatment or improvement as a part of organized groups buy for these children and pedagogical workers accompanying them:

travel documents (tickets) – in case of the direction in passenger trains or cars of forming of the Belarusian railroad, on automobile passenger common carrier of the regular message;

services in the organization of motor transportations of passengers – in case of the direction on automobile passenger common carrier of the irregular message.

3. The organizations (representative office of the Center) which issued permits to sanatorium treatment or the directions on dispensary, out-patient or clinical inspection (treatment) of the children living in the territory of radioactive pollution compensate them to parents (to persons, them replacing) the cost of travel documents (tickets) for journey of these children (further – the cost of tickets):

from the residence to the place of sanatorium treatment in the sanatorium organization located in the territory of the Republic of Belarus, and back (when following in individual procedure);

from the residence to the place of dispensary, out-patient or clinical inspection (treatment) and back.

4. Parents (persons, them replacing) within three months from the date of return of the child living in the territory of radioactive pollution to the residence address for cost recovery of tickets:

in case of sanatorium treatment of the child according to the permit acquired with use of means of the republican budget – in the organization (representative office of the Center) which issued (issued) this permit;

in case of sanatorium treatment of the child according to the permit acquired without use of means of the republican budget – in representative office of the Center for the residence of the child;

in case of the direction of the child on dispensary, out-patient or clinical inspection (treatment) – in the state organization of health care which issued the direction on dispensary, out-patient or clinical inspection (treatment).

5. In case of the request for cost recovery of tickets parents (persons, them replacing) represent:

the written application with indication of in it method of cost recovery of tickets (by payment of cash or money transfer on maps accounts, the current (settlement) account);

travel documents (tickets) for journey of the child living in the territory of radioactive pollution from the residence to the place of sanatorium treatment and back or from the residence to the place of dispensary, out-patient or clinical inspection (treatment) and back;

the copy of the certificate of the victim from catastrophic crash on the Chernobyl NPP;

the return coupon to the permit to sanatorium treatment or the detachable coupon of the direction to dispensary, out-patient or clinical inspection (treatment) of the child living in the territory of radioactive pollution.
