About approval of the Instruction about procedure for use of tachographs on vehicles

Based on the paragraph of the seventh of article 10 of the Law of the Republic of Belarus of August 14, 2007 "About road transport and motor transportations" the Ministry of Transport and Communications of the Republic of Belarus DECIDES: No. 278-Z

1. Approve the Instruction about procedure for use of tachographs on vehicles it (is applied).

2. This resolution becomes effective since July 1, 2008.

The instruction about procedure for use of tachographs on vehicles

1. This Instruction determines procedure for use of the tachographs established on vehicles in case of accomplishment of motor transportations by automobile carriers.

2. The terms and their determinations used in this Instruction are applied in the values established by the Law of the Republic of Belarus "About road transport and motor transportations", the Law of the Republic of Belarus of September 5, 1995 No. 3848-XII "About ensuring unity of measurements", the Traffic regulations approved by the Presidential decree of the Republic of Belarus of November 28, 2005 No. 551, and the Regulations on procedure for issue of cards of the digital tachograph approved by the resolution of Council of Ministers of the Republic of Belarus of June 11, 2010 No. 903.

3. The tachograph used within the European agreement concerning work of crews of the vehicles making the international motor transportations of July 1, 1970 (further – ESTR), in case of accomplishment of the international motor transportations shall conform to requirements of ESTR.

4. Tachographs on the design are subdivided on analog and digital.

5. Operation of tachographs shall be performed according to requirements of documents of the manufacturer (producer) of the tachograph for use (operation, use) of the tachograph (the instruction, management, regulations, recommendations), ESTR, regulatory legal acts.

7. Registration of information on the passable way and motion speed of the vehicle, the periods of work and rest of drivers, other additional information concerning operation of the vehicle in the analog tachograph is performed by means of registration sheets, and in the digital tachograph – by means of card of the digital tachograph of the driver (further – the driver's card).

8. Use of registration sheets and cards of the driver shall be performed according to requirements of ESTR.

9. Installation, activation and repair of digital tachographs shall be performed by service workshops.

10. The tachographs used on the vehicles registered in the Republic of Belarus for the purpose of fulfillment of requirements of ESTR shall meet the requirements of the legislation on ensuring unity of measurements.
