Based on the paragraph of the eighth No. 125-Z "About employment of the population of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: parts four of article 10 of the Law of the Republic of Belarus of June 15, 2006

1. Approve Regulations on assistance to the unemployed in the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity it (is applied).

2. To the Ministry of Labour and Social Protection in two-month time:

bring the regulatory legal acts into accord with this resolution;

take other measures for implementation of this resolution.

3. This resolution becomes effective in ten days after its official publication, except for Item 2, which becomes effective from the date of adoption of this resolution.

Regulations on assistance to the unemployed in the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity

1. In this Provision developed according to article 10 of the Law of the Republic of Belarus "About employment of the population of the Republic of Belarus" the procedure for assistance by bodies of public service of employment of the population by the unemployed in the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity is determined.

2. It is excluded.

Assistance in the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity by the unemployed is performed by bodies for work, employment and social protection taking into account social and economic situation and employment situation in administrative and territorial units of the republic and expressed in its organizational and methodical support, and also in financial support.

Organizational and methodical support is performed in the form of informing, consultation of the unemployed about procedure and about conditions of the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity, the direction of the unemployed on professional training, assistance to the unemployed in preparation of necessary documents for receipt of financial support.

The financial support is jobless based on the documents presented by them in the subsidy form by the budget funds of state non-budgetary fund of social protection of the population of the Republic of Belarus transferred to local budgets to financing of actions for employment of the population.

4. The privilege to assistance by bodies for work, employment and social protection in the organization of business activity is provided to the unemployed who in connection with employment situation have no opportunity to get suitable job and will organize the most significant types of business activity for this administrative and territorial unit determined by local executive and administrative organs.

5. The subsidy is provided in the amount of the 11-fold size of the budget of the subsistence minimum on average per capita (further – the budget of subsistence minimum) operating for date of the conclusion with bodies for work, employment and social protection with the unemployed of the agreement on provision of subsidy.

Under the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity by the unemployed registered at the place of residence in the small cities and areas with high tension in the labor market which list is determined by actions for implementation (accomplishment) of the state program of assistance of employment of the population, and also in rural settlements the subsidy is provided in the amount of the 15-fold size of the budget of the subsistence minimum operating for date of the conclusion with bodies for work, employment and social protection with the unemployed of the agreement on provision of subsidy.

Under the organization by the unemployed of the business activity connected with implementation of results of research and development (objects of the right of industrial property – the invention, useful model, industrial design, grade of plant, topology of integrated chip), the subsidy is provided in the amount of the 20-fold size of the budget of the subsistence minimum operating for date of the conclusion with bodies for work, employment and social protection with the unemployed of the agreement on provision of subsidy.

The subsidy provided to the unemployed is used by it on acquisition of the equipment, tools, machines and mechanisms, raw materials, materials, fee, and also on other purposes connected with the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity.

The subsidy is provided to the unemployed who reached 18-year age, carrying out the obligations determined in part one of Article 9-1, and in case of lack at them of the violations specified in paragraphs the second or fifth part two and paragraphs second and third to part six of article 25 of the Law of the Republic of Belarus "About employment of the population of the Republic of Belarus" if they within one month from the date of registration as the unemployed could not find a job for suitable work or were registered as the unemployed after passing of professional training, retraining, advanced training and development of contents of the educational program of the training rates (lecture halls, thematic seminars, practical works, trainings, officer rates and other types of the training rates) in the direction of bodies for work, employment and social protection.

9. For the solution of question of provision of subsidy the unemployed gives to bodies for work, employment and social protection for the place of the registration:

statement for provision of subsidy;

technical and economic, including financial, reasons (business plan) for efficiency of the organization of business activity, activities for rendering services in the sphere of agroecotourism, craft activity.
