1. Approve the enclosed Rules of establishment of the annual amount of leave of wood on root on sites of the state forest fund.

2. This order becomes effective after ten calendar days after day of its first official publication.

Rules of establishment of the annual amount of leave of wood on root on sites of the state forest fund

1. General provisions

1. These rules of establishment of the annual amount of leave of wood on root on sites of the state forest fund (daleepravil) are developed for the purpose of implementation of the orders of the Government of the Republic of Kazakhstan of December 22, 2003 No. 1287 "About approval of Rules of leave of wood on root on sites of the state forest fund" and of February 14, 2005 No. 141 "About approval of Rules of cabins of the wood on sites of the state forest fund", and determine procedure for forming of annual amounts of leave of wood on sites of the state forest fund for cabins of the main use, to cabins of intermediate use and other cabins.

2. The amount of procurement of wood when carrying out cabins of the main use (felling fund) formed of inventories of ripe forest stands is established annually separately on categories of the state forest fund with allocation of data on coniferous, hard-wooded broadleaved and soft-wooded broadleaf breeds.

Procurement of wood according to the procedure of cabins of the main use on sites of the state forest fund is performed within settlement cutting area of the Republic of Kazakhstan determined when carrying out forest management and approved by Committee of forest and hunting economy of the Ministry of Agriculture (further - authorized body).

3. The amount of procurement of wood when carrying out cabins of intermediate use is determined by forest management materials, proceeding from the established regulations of cabins of care of the wood, selective sanitary cabins, cabins connected with reconstruction invaluable and losing protective functions of plantings on categories of the state forest fund with allocation of data on coniferous, hard-wooded broadleaved and soft-wooded broadleaf breeds.

4. The amount of procurement of wood in case of other cabins is determined by amount of works by continuous sanitary cabins, clearing of the forest areas under construction objects, to laying of glades and accomplishment of other forestry and landscape actions for categories of the state forest fund with allocation of data on coniferous, hard-wooded broadleaved and soft-wooded broadleaf breeds.

5. The sanitary cabins which are not included in forest management projects are appointed on the facts of emergence of situations of natural and anthropogenous nature with reasons for the offered actions according to the order of the Government of the Republic of Kazakhstan of February 14, 2005 No. 141 "About approval of Rules of cabins of the wood on sites of the state forest fund" (further - Rules of cabins of the wood).

6. The cabins connected with laying of glades and creation of fire-proof gaps are appointed on materials of forest management and (or) master plans of the fire-proof device of the woods.

7. Departments (Managements) of natural resources and regulation of environmental management of akimats of areas (further - department), and also the state forest owners which are under authority of authorized body and other central state bodies provide reliability of forming of summary materials of the annual amount of leave of wood on root.

2. Forming of the annual amount of leave of wood on root on the sites of the state forest fund which are under authority of akims of areas

8. The state forest owners which are under authority of akimats of areas create summary materials of the annual amount of leave of wood on root (further - summary materials) based on materials of withdrawal of cutting areas and written requests of forest users which go to departments till September 1 of the year preceding the beginning of cabins of the wood.

9. The summary materials represented by the state forest owner, being under authority of akimat of area include the following documents:

1) the cover letter to department signed by the first head or replacement his face;

2) summary sheet of year cutting area;

3) amounts of procurement of wood by types of cabins of the wood on the sites of the state forest fund transferred to long-term forest utilization according to appendices 1-4 to these rules;

4) amounts of procurement of wood by types of cabins of the wood on the sites of the state forest fund performed by the state forest owners according to appendices 5-7 to these rules;

5) the inspection statement or the inspections by the commission planned under selective sanitary cabins of plantings according to Rules of cabins of the wood.

The request of the forest user is drawn up according to appendix 8 to these rules.

10. For consideration and approval of amounts of continuous sanitary cabins, except the materials specified in Item 9 of these rules according to Rules of cabins of the wood on sites of the state forest fund, are represented:

1) the inspection statement or inspections by the commission of the plantings planned to the cabin;

2) the summary sheet of the trial areas pledged in the plantings which lost biological stability according to appendix 9 to these rules;

3) the summary sheet of the plantings requiring carrying out continuous sanitary cabins according to appendix 10 to these rules;

11. For consideration and approval of amounts of other cabins, the cabins connected with reconstruction of the invaluable and losing protective, water preserving and other ecological functions plantings in the following categories of the state forest fund:

woods of the state regional natural parks;

woods of the state reserved zones;

state forest nature sanctuaries;

the sites of the wood having scientific value including forest genetic wildlife reserves;

especially valuable forests;

orekhopromyslovy zones;

lesoplodovy plantings;

subalpine woods;

2) state protective forest strips;

3) city woods and forest parks;

4) green zones of settlements and medical and improving organizations;

5) antierosion woods;

6) forbidden strips of the woods on coast of the rivers, lakes, water storage basins, channels and other water objects,
