About traffic
The purpose of this Law is determination of the legal basis of traffic for protection of life and health of citizens, systems of safety control of traffic, procedure for planning and financing of actions for traffic safety control.
The law governs the public relations in the field of traffic and its safety, determines the rights, obligations and responsibility of participating subjects of traffic, the ministries, departments, associations, the companies, organizations and organizations, irrespective of patterns of ownership of managing, (further the ministries, departments and the organizations).
Tasks of this Law are: protection of life, health and property of citizens, protection of their rights and legitimate interests, and also protection of interests of society and state by the prevention of the road accidents, decrease in weight of their effects.
The legislation of the Republic of Tajikistan on traffic is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan and the international legal acts recognized by Tajikistan.
In this Law the following basic concepts are used:
Participants of traffic - persons using the highways or other places intended for movement of people and carriage of goods by means of vehicles, and which are directly involved in movement process as the driver, the pedestrian, the passenger, cyclists, drivers of animals, moving men and others.
The highway - complex of the engineering constructions intended for movement of vehicles and pedestrians.
The vehicle - the device intended for transportation across roads of people, loads or the equipment installed on it.
Traffic - set of the relations arising in the course of movement of people and loads by means of vehicles or without those within highways.
Traffic safety - the condition of this process reflecting degree of security of his participants from the road accidents and their effects.
Traffic safety control - the activities directed to the prevention of origins of the road accidents, decrease in weight of their effects.
In the Republic of Tajikistan right-hand traffic of vehicles is established.
The procedure for start of motion, change in the direction, arrangements of vehicles and pedestrians, the choice of motion speed and distance, journey of intersections, crosswalks and railroad crossings, stops of vehicles public external light devices, governed moving of cyclists, and also questions of the organization of movement and its safety is regulated by the Traffic regulations approved by the Government of the Republic of Tajikistan.
Public administration in the field of traffic and its safety is performed by the Government of the Republic of Tajikistan, local actuators of the government and other competent authorities.
