For the purpose of realization of package of measures for support to the children who are in difficult life situation I decide:

1. Consider expedient creation of Fund of support of the children who are in difficult life situation (further - fund).

2. Determine that:

founder of fund on behalf of the Russian Federation is the Ministry of Labour and Social Protection of the Russian Federation;

the property of fund is created at the expense of means of the federal budget, voluntary property contributions and donations, and also other sources in accordance with the legislation of the Russian Federation.

3. To the founder of fund to approve the fund charter, having provided in it, in particular, that:

operational management by fund is exercised by the board of fund consisting of five members and headed by the chairman;

the chairman and board members of fund are appointed by the Government of the Russian Federation;

the board of trustees of fund approves activities of fund and the budget of fund, and also exercises supervision of activities of fund, acceptance by bodies of fund of decisions and ensuring their execution, use of fund and observance of the legislation of the Russian Federation by it;

representatives of the Federation Council of Federal Assembly of the Russian Federation, State Duma of Federal Assembly of the Russian Federation, the President of the Russian Federation, the Government of the Russian Federation, Public chamber of the Russian Federation, the religious and commercial organizations, mass media in number of 11 people are part of the board of trustees of fund.
