About adoption of Rules of carrying out testing of gaming machines with winnings for the purpose of approval of type and control of their compliance to the approved type

For the purpose of implementation of article 13 of the Law of the Russian Federation "About ensuring unity of measurements" and ensuring the state metrological control and supervision of observance of metrological rules and regulations in case of use of gaming machines and devices I order:

1. Accept Rules of carrying out testing of gaming machines with winnings for the purpose of approval of type and control of their compliance to the approved type.

2. Direct Rules of carrying out testing of gaming machines with winnings for the purpose of approval of type and control of their compliance to the approved type to state registration in the Ministry of Justice of the Russian Federation.

3. Introduce Rules of carrying out testing of gaming machines with winnings for the purpose of approval of type and control of their compliance to the approved type since April 1, 2000.

Rules of carrying out testing of gaming machines with winnings for the purpose of approval of type and control of their compliance to the approved type

I. Scope

These rules of carrying out testing of gaming machines with winnings for the purpose of approval of type and control of their compliance to the approved type (further - Rules) are developed for the purpose of ensuring the state metrological control and supervision of observance of metrological rules and regulations in case of use of gaming machines according to article 13 of the Law of the Russian Federation "About ensuring unity of measurements" of April 27, 1993 N 4871-1 (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, N 23, the Art. 811).

Rules establish general requirements to procedure for carrying out testing of gaming machines with winnings for the purpose of approval of type and control of compliance of gaming machines with winnings to the approved type.

Rules extend to the electronic gaming machines with winnings used for gamblings in which the result of game is determined in a random way.

II. Normative references

In these rules references to the following regulating documents are used:

PR 50.2.009-94. State system for ensuring the uniformity of measurements. Procedure for carrying out testing and approval like measuring instruments. (Registration number of Ministry of Justice N 634 of 13.07.1994);

GOST P 50033-92 Electromagnetic compatibility of technical means. Radio interferences industrial from the devices containing sources of short-term radio interferences. Regulations and test methods.

III. Terms and determinations

For the purposes of these rules the following terms and determinations are used:

3.1. The gaming machine (further - the gaming machine) - the gaming equipment (mechanical, electric, electronic or other technical equipment) used for carrying out gamblings with material prize which is determined in a random way by the device which is in the body of such gaming equipment without participation of the organizer of gamblings or his workers.

3.2. The electronic gaming machine with winnings - the gaming machine in which the result of game is determined by the electronic scheme under the influence of the pledged game program.

3.3. Type of the gaming machine - set of the gaming machines based on the same principle, having identical central control units, the same game programs, the same design, and executed according to the same technical documentation and technology.

3.4. The game program - the means providing set of the response operations of the gaming machine caused by actions of the player.

3.5. The central control unit - the function block containing the devices determining process of game (for example, the microprocessor, the microcontroller, constants and operational memory devices, interfaces of input-output of information, etc.).

3.6. Acceptor of bank notes - the device intended for acceptance and identification of coins, banknotes or their substitutes.

3.7. Hopper - the device intended for accumulating and payment of coins, banknotes or their substitutes.

3.8. The beginning of game - timepoint in which the game program is put in action by the player.
