The government of the Russian Federation decides:

1. Approve the enclosed Regulations on cash, material and social security of separate categories of the military personnel, the staff of the law-enforcement bodies and civil personnel directed by the Ministry of Defence of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and Federal Security Service of the Russian Federation out of limits of the territory of the Russian Federation for rendering technical assistance and execution of other obligations.

2. To perform financing of the expenses connected with realization of the Provision approved by this resolution within the means provided in the federal budget for the corresponding year to the Ministry of Defence of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and Federal Security Service of the Russian Federation.

3. Recognize by the USSR which is not operating in the territory of the Russian Federation the resolution of Council of Ministers of February 17, 1988 N 223-57.

1. This Provision determines procedure and conditions of cash, material and social security of the military personnel passing military service under the contract and the staff of law-enforcement bodies (further - the military personnel), and also civil personnel, except the federal government civil servants (further - workers) directed out of limits of the territory of the Russian Federation:

a) Ministry of Defence of the Russian Federation:

in representative offices of the Ministry of Defence of the Russian Federation under the Ministries of Defence (armed forces) of foreign states;

in offices of the chief military advisers (consultants) and senior groups of the Russian military specialists;

in military units and the organizations of the Armed Forces of the Russian Federation on which the Government of the Russian Federation makes the decision on providing their staff according to this Provision;

as the Russian military specialists, advisers and translators based on contracts or agreements signed by the Ministry of Defence of the Russian Federation for the purpose of rendering technical assistance and execution of other obligations in accordance with the legislation of the Russian Federation about military and technical cooperation of the Russian Federation with foreign states (further - contracts or agreements);

b) The Ministry of Internal Affairs of the Russian Federation and Federal Security Service of the Russian Federation - as advisers, specialists and translators for rendering technical and other assistance, and also for execution of other obligations (except persons for whom the legislation of the Russian Federation establishes other regulations and procedure for cash, material and social security).

2. The serviceman directed out of limits of the territory of the Russian Federation for the period from the date of crossing of frontier of the Russian Federation in case of initial departure abroad and about day of crossing of frontier of the Russian Federation in case of final return to the Russian Federation makes payments in rubles and in foreign currency.

3. The amount of the monthly payment in rubles provided for the military personnel is determined proceeding from 50 percent:

a) monthly salary according to the given military (special) rank;

b) monthly salary according to (replaced) position held military; received on the date of departure for limits of the territory of the Russian Federation, and in case of appointment to established military posts (positions) in military units abroad - monthly salary on established military post (position) specified in staff of the relevant military unit;

c) monthly length-of-service allowance (service length);

d) ceased to be valid;

e) the monthly allowance for work with the data which are the state secret. The specified allowance is paid if persons having the admission which is drawn up in the procedure established by the legislation of the Russian Federation to data of the corresponding degree of privacy owing to job (functional) responsibilities work with these data on permanent basis.

4. In addition to the monthly payment specified in Item 3 this provision, other payments in rubles stipulated by the legislation are not paid to the Russian Federation for the military personnel passing military service under the contract during their stay outside the territory of the Russian Federation if other is not stipulated by the legislation the Russian Federation.

5. The official pay rate and the allowance to official pay rate (in the presence of the bases for its establishment) which sizes are established in accordance with the legislation of the Russian Federation are monthly paid to the military personnel in foreign currency.

The official pay rate in foreign currency is paid in the place of stay of the serviceman outside the territory of the Russian Federation or enlisted on the current account in bank in the territory of the Russian Federation.

6. During stay of the military personnel in leave, on treatment, in case of departure in official journeys, and also during journey to the venue of leave, treatment or Item of sending and the payments which are back provided by Items 3 and 5 of this provision in rubles and foreign currency remain.

7. In case of final return to the Russian Federation to the military personnel the cash allowance in rubles according to the procedure and the sizes, stipulated by the legislation is paid from the date of crossing of frontier of the Russian Federation by them to the Russian Federation for the military personnel who is at the disposal of the commander (chief).

8. Food supply of the military personnel is performed in accordance with the legislation of the Russian Federation.

9. Material and social security in the following procedure is provided to the workers directed out of limits of the territory of the Russian Federation:
