About procedure for the direction of funds of the federal budget for payment of the expenses connected with treatment of citizens of the Russian Federation outside the territory of the Russian Federation

1. Approve the enclosed Rules of the direction of funds of the federal budget for payment of the expenses connected with treatment of citizens of the Russian Federation outside the territory of the Russian Federation.

2. To make to the Ministry of Health of the Russian Federation necessary explanations concerning application of the Rules approved by this resolution.

3. Declare invalid Item 20 of the order of the Government of the Russian Federation of November 14, 2007 N 778 "About measures for implementation of the Federal Law "About the Federal Budget for 2008 and for Planning Period of 2009 and 2010" (The Russian Federation Code, 2007, N 48, the Art. 6000).

Rules of the direction of funds of the federal budget for payment of the expenses connected with treatment of citizens of the Russian Federation outside the territory of the Russian Federation

1. These rules establish procedure for the direction of funds of the federal budget for payment of the expenses connected with treatment of citizens of the Russian Federation outside the territory of the Russian Federation according to the procedure, established by the Ministry of Health of the Russian Federation, in case of impossibility of rendering in the Russian Federation of the services connected with their treatment.

2. Financial provision of the actions connected with treatment of citizens of the Russian Federation outside the territory of the Russian Federation is performed within the budgetary appropriations provided on these purposes in the federal budget for the corresponding financial year which intend for:

a) payments in foreign currency of services of the foreign organizations connected with treatment of citizens of the Russian Federation;

b) payments in currency of the Russian Federation to the citizens of the Russian Federation directed to treatment outside the territory of the Russian Federation, and accompanying them to persons (provided that maintenance is caused by medical indications):

daily allowance - in the amount of, established for employees of federal state bodies, state non-budgetary funds of the Russian Federation and federal state institutions in case of official journeys in the territory of foreign states;

means for payment of expenses on hiring of premises - in the amount of, established by regulatory legal acts of the Russian Federation about expense recovery, connected with official journeys in the territory of foreign states of employees of federal state bodies, state non-budgetary funds of the Russian Federation and federal state institutions;

means for payment of expenses on journey to the place of treatment and back, but no more than the fare:

air transport - in salon of economy class. When using air transport for journey of the citizen of the Russian Federation and the accompanying his face (provided that maintenance is caused by medical indications) to the place of treatment of the specified citizen outside the territory of the Russian Federation and (or) back travel documents are processed acquired) only on flights of the Russian airlines or airlines of other state members of the Eurasian Economic Union, except as specified, if the specified airlines do not perform passenger traffic to the place of treatment or if execution (acquisition) of travel documents on flights of these airlines is impossible in view of their absence on the date of departure to the place of treatment and (or) back;

by rail - in compartment car of the fast train;

water transport - in cabin of the V group of the ocean ship of regular transportation lines and lines with complex servicing of passengers, in cabin of the II category of the river craft of all lines of the message, in cabin of the I category of the vessel of ferry crossing;

road transport - in the vehicle public (except taxi).

3. Determination of the foreign organization for rendering the services connected with treatment of the citizen of the Russian Federation outside the territory of the Russian Federation is performed in accordance with the legislation of the Russian Federation about contractual system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs.

4. The procedure and terms of transfer to the account of the foreign organization of means in foreign currency are determined according to the concluded Ministry of Health of the Russian Federation with this foreign organization by the contract - the civil agreement which subject is rendering the services connected with treatment of the citizen of the Russian Federation outside the territory of the Russian Federation within budgetary appropriations of the federal budget (further - the contract).

4(1). The Ministry of Health of the Russian Federation in case of the conclusion of the contract within the corresponding limits of the budget obligations finished to it in accordance with the established procedure has the right to provide advance payments at the rate to 100 percent of contract value, but no more than an amount of limits of the budget obligations finished for the corresponding financial year by the corresponding code of budget classification of the Russian Federation.

5. The Ministry of Health of the Russian Federation after the conclusion of the contract signs with the citizen of the Russian Federation directed to treatment out of limits of the territory of the Russian Federation or with the accompanying his face (provided that maintenance is caused by medical indications) the agreement on assignment, the these rules provided by the subitem "b" of Item 2 in which are determined procedure, conditions and terms of transfer of the specified means, and also procedure and terms of return by the citizen of the Russian Federation or the accompanying his face of unused part of these means.

6. Transfer to the citizen of the Russian Federation directed to treatment outside the territory of the Russian Federation, or the accompanying his face (provided that maintenance is caused by medical indications) the means specified in the subitem "b" of Item 2 of these rules is performed according to the agreement specified in Item 5 of these rules, the Ministry of Health of the Russian Federation the accounts of the specified citizens opened by them in the Russian credit institutions.

7. The citizens of the Russian Federation directed to treatment outside the territory of the Russian Federation, or accompanying them faces (provided that maintenance is caused by medical indications) within 14 days upon return to the Russian Federation shall submit the report on the made expenses to which their supporting documents are attached in the Ministry of Health of the Russian Federation.

The remaining balance of unused means is subject to return according to the procedure, the established agreement specified in Item 5 of these rules.
