Regulations on National institute of deserts, plant and animal life of the Ministry of environmental management and environmental protection of Turkmenistan

1. The national institute of deserts, plant and animal life of the Ministry of environmental management and environmental protection of Turkmenistan (the Institute hereinafter is referred to as further) is the scientific institution performing basic and applied researches in the field of bioresources and conservation of Turkmenistan.

2. In the activities the Institute is guided by the Constitution of Turkmenistan, the laws of Turkmenistan and other decisions of Majlis of Turkmenistan, acts of the President of Turkmenistan, decisions of the Cabinet of Ministers of Turkmenistan, regulations. 3. The main tasks of Institute are:

carrying out basic and applied scientific research in the field of environmental protection and rational use of natural resources;

implementation of the knowledge-intensive domestic and world achievements in industry of the national economy;

4. According to the tasks assigned to it the Institute performs the following functions:

will organize and conducts researches on studying of flora and fauna of Turkmenistan, develops measures for preserving their biological diversity and resources;

conducts scientific research on influence of natural and anthropogenous factors on soil covers, vegetation and animals, and also on fight against desertification, recovery of the degraded woods and pastures;

will organize and conducts researches on identification of wreckers and diseases of plants and animals, develops modern scientific recommendations about their protection;

develops evidence-based recommendations about rational use of biological resources;

participates in monitoring on environmental protection;

will organize and coordinates works on creation of the Red List;

raises funds of foreign countries and the international organizations for implementation of large scientific projects, actively participates in accomplishment of investment projects;

together with higher education institutions actively participates in preparation of textbooks and benefits for schools and higher education institutions, in accomplishment of joint scientific programs and training of qualified specialists for the corresponding industries of the national economy.

5. The institute has the right:

create, reorganize or liquidate in accordance with the established procedure scientific and experienced and production divisions of Institute;

approve structure and states of Institute, to establish the sizes of the salary of workers according to the staff list and expense budget of Institute;

establish allowances and perform awarding of employees of Institute within the legislation of Turkmenistan;

determine within the total amount of costs approved to Institute the sizes of expenses by Articles, and also approve expense budget and make changes to it;

come into Business contacts with foreign partners according to the directions of the activities, participate in accomplishment of joint scientific programs and projects with further practical realization of results;

attract to development and program implementation and projects of specialists and experts on contractual (contractual) basis.

6. The institute is headed by the director appointed and dismissed by the Cabinet of Ministers of Turkmenistan.

At Institute there are deputy director and the scientific secretary who are appointed and dismissed by the Minister of environmental management and environmental protection of Turkmenistan.

7. Director of Institute:

bears the personal responsibility for efficiency of the carried-out scientific programs, implementation of scientific results, including the latest foreign technologies;

distributes obligations between the deputy director and heads of structural divisions of Institute;

approves the staff list of Institute and regulations on its structural divisions;

performs employment and dismissal of staff of Institute, provides preparation and retraining of personnel, effective labor organization;

issues orders, orders and instructions within the competence, instructs and will organize control of their accomplishment.

8. For implementation of scientific and methodical management at Institute the academic council which part the leading scientists and specialists of Institute and other organizations are is created on a voluntary basis.

9. The institute is legal entity, has seal with the image of the State Emblem of Turkmenistan and with the name.
