Questions of National institute of statistics and forecasting of Turkmenistan

Due to the creation of National institute of statistics and forecasting of Turkmenistan I decide:

1. Assign to National institute of statistics and forecasting of Turkmenistan implementation of state policy in the field of accounting and statistics, carrying out the analysis and forecasting of economic development, development of scientific bases of national model of economy of Turkmenistan, preparation of analytical materials, scientific and methodical recommendations and offers on reforming of national economy, carrying out structural transformations, increase in overall performance of industries of economy, enhancement of financial and tax systems, pricing and social protection of the population.

2. Approve the enclosed Regulations on National institute of statistics and forecasting of Turkmenistan.

3. Determine that the National institute of statistics and forecasting of Turkmenistan submits directly to the President of Turkmenistan and is accountable to it.

4. Establish the number of staff of central office of National institute of statistics and forecasting of Turkmenistan in number of 210 units and limit of office cars - 7 units.

5. Establish to National institute of statistics and forecasting of Turkmenistan the status of the ministry and to grant to his director the minister's rights.

6. Permit National institute of statistics and forecasting of Turkmenistan to have 3 deputy directors, including the one first deputy.

7. Determine that:

the director of National institute of statistics and forecasting of Turkmenistan and its deputies are appointed to position and exempted from it by the President of Turkmenistan;

activities of Institute are financed by means of the Centralized budget of Turkmenistan and the income from self-supporting activities.

8. To the state committee of Turkmenistan according to the statistics, to Academy of Sciences of Turkmenistan, Research economic institute under the Cabinet of Ministers of Turkmenistan to transfer in accordance with the established procedure to fixed assets of National institute of statistics and forecasting of Turkmenistan all financial assets and fixed assets of the abolished organizations.

9. Create in welayats and Ashgabat territorial administrations of statistics, and in the centers of etraps and the cities - the departments of statistics having double subordination, to National institute of statistics and forecasting of Turkmenistan and hyakimlika of the corresponding territories.

Determine that heads of etrapsky and city departments of statistics are appointed to position by the director of National institute of statistics and forecasting of Turkmenistan in coordination with hyakima of the corresponding territories.

10. To national institute of statistics and forecasting of Turkmenistan together with the Ministry of Justice of Turkmenistan to submit for consideration of the Cabinet of Ministers of Turkmenistan the bill of Turkmenistan "About statistics" and amendments to the Code of Turkmenistan about administrative offenses regarding establishment of responsibility for violation of the legislation in the field of accounting and statistics.

11. To the Ministry of Justice of Turkmenistan to prepare and provide offers on entering into the legislation of Turkmenistan of the changes following from this resolution to the Cabinet of Ministers of Turkmenistan in a month.

Regulations on National institute of statistics and forecasting of Turkmenistan

1. The national institute of statistics and forecasting of Turkmenistan (Turkmenstatprognoz is referred to as) is the state body performing functions of the main accounting and statistical, forecast and analytical and economic research center of Turkmenistan.

2. Turkmenstatprognoz in the activities submits to the President of Turkmenistan and is guided by the Constitution of Turkmenistan, the laws of Turkmenistan and other legal acts of Majlis of Turkmenistan, acts of the President of Turkmenistan, decisions of the Cabinet of Ministers of Turkmenistan and this Provision.

3. The main objectives of Turkmenstatprognoz are:

carrying out state policy in the field of accounting and statistics, development of methodological fundamentals of statistics according to the international rules and standards;

ensuring objectivity of statistical information, control of its reliability, and also comparability to the international statistics;

ensuring availability and openness of statistical information in the limits set by the legislation of Turkmenistan.

4. According to the tasks assigned to it Turkmenstatprognoz performs the following functions:

develops together with the Ministry of Economics and finance of Turkmenistan state programs of development of national economy;

prepares the program of statistical, economic works and scope of scientific research and submits them for approval to the Cabinet of Ministers of Turkmenistan;

performs the analysis of social and economic development of Turkmenistan, the course of accomplishment of state programs of the President of Turkmenistan on economic and social development;

develops short-term, mid-term and long-term forecasts of development of economy and performs the analysis of the course of their realization;

carries out research works on the main directions of economy and statistics as independently, and with participation of the ministries, departments, scientific organizations and organizations;

develops methodical bases of the analysis and forecast of economic development in the conditions of the market relations;

performs the complex analysis of economic activity of production units, industry and territorial structures and prepares recommendations about effective use of resources at various levels of economy;
