1. Approve Standard regulations on the territorial commissions on suppression of human trafficking it (is applied).

2. To regional, local government boards, People's assembly of the autonomous territorial entity Gagauzia to approve regulations on the territorial commissions on human trafficking suppression.

Standard regulations on the territorial commissions on human trafficking suppression

I. General provisions

1. For the purpose of implementation of article 9 of the Law No. 241/2005 on the prevention and suppression of human trafficking this Standard provision establishes procedure for forming of the territorial commissions on suppression of human trafficking, task and obligation, methods of cooperation of the territorial commissions with National committee on human trafficking suppression (further - National committee), Permanent secretariat of National committee, bodies of the central and local public authority, multi-profile territorial groups within National system of redirection for provision of protection and the help to the victims and expected victims of human trafficking, with national non-profit organizations and the international organizations, suppliers of social services, economic agents and religious faiths.

2. For coordination of activities for the prevention and suppression of human trafficking in areas, municipiums of Chisinau and Belts and in autonomous territorial education Gagauzia under executive body of local public authority the territorial commissions on human trafficking suppression are created (further - the territorial commission). The permanent secretariat gives help to National committee in coordinating and monitoring of activities of the territorial commissions.

3. The costs connected with activities of the territorial commissions will be performed within the means which are annually provided in local budgets and from other sources, according to the legislation.

4. The territorial commission performs the activities on the basis of the principles:

a) legality;

b) respect of fundamental human rights and freedoms;

c) it is excluded;

d) collective nature and mutual respect;

e) responsibility of members of the commission for fulfillment of duties who are assigned to them as for representatives of competent authorities and members of the commission;

f) lighting in mass media and transparency according to the law;

g) social partnership;

h) nondiscriminations;

i) respect for the highest interest of the child;

j) confidentiality.

5. Bodies of local public authority of the second level make available to the territorial commission of the room for holding meetings and other actions.

II. Structure of the territorial commission

6. The staff of the territorial commission affirms the order of the chairman of the area, general primar of municipium of Chisinau, primar of municipium of Belts and Bashkan of autonomous territorial education Gagauzia. As necessary, its structure can be changed.

7. The chairman of the territorial commission is the vice-chairman of the area, the deputy of primar of municipium of Chisinau, the deputy of primar of municipium of Belts, the vice-chairman of Executive committee of autonomous territorial education Gagauzia, responsible for social problems.

8. The secretary of the territorial commission is the employee of body of local public authority of the second level.

9. Heads or representatives of the deconcentrated public services subordinated to the ministries, and other central administrative authorities given authority in the field of the prevention and suppression of human trafficking, other public subjects with powers in the field of the prevention and suppression of human trafficking are part of the territorial commission as members. Representatives of partners in development and civil society can participate in meetings of the territorial commission with voting power.

III. Obligations of the territorial commission

10. The territorial commission is the consultative body created for the purpose of coordination and monitoring of activities for the prevention and suppression of human trafficking at the level of administrative and territorial unit of the second level, and strengthening of partnership between public organizations and non-profit organizations and private sector.

11. For the purpose of accomplishment of the tasks the territorial commission performs the following functions:

a) will organize information campaigns, seminars and meetings in the cities, villages of administrative and territorial units for the purpose of informing the population on consequences of illegal migration and human trafficking;

b) coordinates activities for the prevention and suppression of human trafficking at the level of administrative and territorial unit of the second level and strengthens! partnership between public organizations and non-profit organizations;

c) cooperates with the coordinator of multi-profile territorial group, public organizations, national non-profit organizations and the international organizations, representatives of private sector, religious faiths etc. which, on [need, is invited to meetings of the territorial commission;
