According to article 25 of the Law of Ukraine "About the Government budget of Ukraine for 2008 and about modification of some legal acts of Ukraine" the Cabinet of Ministers of Ukraine decides:

Approve the Procedure for use in 2008 for the means provided in the government budget for creation and functioning of the State information system of registration accounting of physical persons and their documentation which is applied.

Procedure for use in 2008 of the means provided in the government budget for creation and functioning of the State information system of registration accounting of physical persons and their documentation

1. This Procedure determines use mechanism in 2008 of the means provided in the government budget by the program 1001020 "Creation and functioning of the State information system of registration accounting of physical persons and their documentation" (further - budgetary funds).

2. The main manager of budgetary funds is the Ministry of Internal Affairs.

3. Budgetary funds are allocated for implementation of actions on:

1) to acquisition of the equipment and the software for nodes of the central and local level of the State information system of registration accounting of physical persons and their documentation (further GIS);

2) to picking and adjustment of the GIS nodes of the central and local level;

3) to maintenance and administration of the GIS nodes of the central, regional and local level;

4) to conducting state examination of subsystems of information security of GIS;

5) to training of personnel of the GIS nodes;

6) to technical support of licensed software products and recovery of the software;

7) upgrades of complex of programs for the purpose of ensuring centralized registration, production and issue of the passport of the citizen of Ukraine for trip abroad to citizens who because of the religious or other beliefs refuse adoption of identification number;

8) to production of forms:

passports of the citizen of Ukraine;

travel document of the child;

temporary certificate of the citizen of Ukraine;

identity certificates without nationality for trip abroad;

type on permanent residence;

passports of the citizen of Ukraine for trip abroad;

9) to centralized execution of passports of the citizen of Ukraine for trip abroad.

Budgetary funds first of all are allocated for completion of the works begun in previous years.

4. The direction of budgetary funds for creation and the functioning of GIS, production noted in the subitem 8 of Item 3 of this Procedure for forms and also centralized execution of passports of the citizen of Ukraine for trip abroad within the allocated assignments is performed by equal parts within year in the directions of their use according to the approved Ministry of Internal Affairs of the actions plan on accomplishment of the budget program.

5. The transactions connected with budgetary funds are carried out according to established procedure of treasurer servicing of the government budget on expenses.

The expenses connected with creation and functioning of GIS are performed according to requirements of article 35 of the Law of Ukraine "About the Government budget of Ukraine for 2008 and about modification of some legal acts of Ukraine".

6. Purchase of goods, works and services for budgetary funds is performed according to the Law of Ukraine "About purchase of goods, works and services for public funds".
