About formation of State commission on coordination of Cross-industry cooperation in Turkmenistan

For the purpose of coordination of mutual cooperation between industries of Turkmenistan, effective use of the existing and again created production capacities I decide:

1. Form State commission on coordination of cross-industry cooperation in Turkmenistan in structure according to appendix.

2. Approve the enclosed Regulations on State commission before coordination of cross-industry cooperation in Turkmenistan.

Regulations on State commission on coordination of cross-industry cooperation in Turkmenistan

1. State commission on coordination of cross-industry cooperation in Turkmenistan (hereinafter referred to as by the Commission) is formed for ensuring interaction and coordination of activities of the ministries and departments of Turkmenistan.

The structure of the Commission affirms the resolution of the President of Turkmenistan.

2. The commission in the activities we are guided by the laws of Turkmenistan, acts of the President of Turkmenistan, decisions of the Cabinet of Ministers of Turkmenistan and this Provision.

3. The main objectives of the Commission are:

coordination of activities of the ministries and departments on (cross-industry cooperation for the purpose of duplication exception in case of performance of works, provision of services, production;

ensuring rhythmical work of the operating industrial enterprises, irrespective of patterns of ownership and departmental accessory, by the organization of mutual aid and coordination of their activities;

carrying out state policy in the field of investing activities and forming of the investment market, search of ways and markets of products of again created companies;

rendering assistance to creation of various industrial enterprises, irrespective of patterns of ownership, for providing the population and industries of the national economy with self-produced manufactured goods and services of industrial nature.

4. The commission according to the tasks assigned to it:

coordinates development of the programs for reconstruction existing and to creation of new productions on release of importozamenyayushchy goods, performance of works with involvement of the local organizations along with the foreign companies and firms;

considers together with the ministries and departments of the offer and recommendation about questions of scientific and technical policy;

introduces in the Cabinet of Ministers of Turkmenistan in accordance with the established procedure projects legislative and regulations concerning regulation of the legal and economic mechanism of cooperation relations of the ministries and departments;

promotes distribution and use of results of scientific and technical developments, technologies and innovations.

5. The commission for accomplishment of the tasks assigned to it has the right:

receive from the ministries, departments, research and other organizations information on accomplishment of the programs of scientific research, technological level and amount issued and planned to production to hear reports and messages of heads of the ministries, departments, hyakim of welayats, cities and etraps, heads of the organizations, organizations and the companies subordinated to them on these questions, to submit for consideration of the President of Turkmenistan and the Government of Turkmenistan drafts of resolutions and orders on the specified questions;

draw the conclusions according to drafts of the regulations prepared by the ministries and departments concerning economic reform in Turkmenistan;

attract to studying and the problem resolution in the national economy of specialists and experts on a voluntary basis.

6. The commission is headed by the Chairman who directs its activities and bears the personal responsibility before the President of Turkmenistan for accomplishment of the tasks assigned to the Commission and implementation of the functions by it.

7. Commission sessions are held as required, but at least once a quarter.
