Questions of the National Commission of Turkmenistan for UNESCO

For the purpose of further cooperation increase within the memorandum between Turkmenistan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) I decide:

1. Approve the enclosed structure and Regulations on the National commission of Turkmenistan for UNESCO.

2. Form the working office of the National commission Turkmenistan and for UNESCO - the Secretariat in number of 3 units.

3. Place the Secretariat of the National commission of Turkmenistan for UNESCO in the building of Academy of Sciences of Turkmenistan, at the address: Ashgabat, Ulitsa Bitarap Turkmenistan, 15.

4. Declare invalid the resolution of the President of Turkmenistan of September 8, 1993 No. 1479 and the resolution of the President of Turkmenistan of September 13, 1994 No. 1940.

Regulations on the National commission of Turkmenistan for UNESCO

1. The national commission of Turkmenistan for UNESCO (the Commission hereinafter is referred to as further) is the interdepartmental body providing interaction and coordination of cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) of public institutions, public organizations, and also the faces having acknowledged authority on spheres of competence of UNESCO.

The commission performs role of body of communication between the Government of Turkmenistan and UNESCO concerning participation of Turkmenistan in activities of this international organization.

2. The commission performs the activities on the basis of the Charter of UNESCO being guided by the Charter of the national commissions on cases of UNESCO, this Provision and the legislation of Turkmenistan.

3. The commission performs the following functions:

provides involvement of public institutions, public and other organizations and certain specialists to development, preparation and participation in the actions and programs which are carried out by UNESCO, aimed at development of education, sciences, cultures and communications and also coordinates their activities;

represents recommendations for forming of line item of the Government of Turkmenistan in bodies of UNESCO, and also renders assistance in work of official delegations of Turkmenistan in UNESCO;

distributes information on the purposes, the program and activities of UNESCO to the territories of Turkmenistan;

performs cooperation with the national commissions on cases of UNESCO of other states, and also with regional offices and the centers of UNESCO;

promotes accomplishment of the national events held within programs of UNESCO;

bears responsibility for project implementation of UNESCO in the country and for participation of Turkmenistan subregional, regional or international events of UNESCO;

performs matching of candidates for work in the office of the Secretariat of UNESCO and on projects of UNESCO in the different countries;

renders information and advisory assistance to state governing bodies, the state, public and private organizations of Turkmenistan according to the competence;

holds on own initiative other events connected with main objectives of UNESCO.

4. Commission chairman:

performs management of activities of the Commission;

coordinates participation of the committees and working bodies created on activities of UNESCO;

will organize accomplishment of the obligations following from membership of Turkmenistan in UNESCO according to its Charter and conventions ratified by Turkmenistan;

approves representatives of Turkmenistan in permanent bodies of UNESCO;

represents the Commission in the relations with management of UNESCO and foreign partners.

5. Bodies of the Commission are general meeting, presidium and the Secretariat. The structure of the Commission affirms the President of Turkmenistan.

General meeting is the supreme body of the Commission and gathers for the regular meetings once a year. Emergency meetings of the Commission are held according to its decision, the decision of presidium or upon the demand of at least one third of members of the commission.

Each member of the commission has one voice. The representatives of public organizations acting in spheres of competence of UNESCO can participate in work of the Commission with the right of advisory vote.

Representatives of these organizations can participate as full-fledged members in working bodies of the Commission, including in the national committees created under the Commission and providing participation of Turkmenistan in intergovernmental programs, the commissions, councils and the centers of UNESCO.

General meeting determines activities of the Commission passes decisions concerning programs and the organization of its work, the budget, documents of financial audit, and also other questions.
