About creation of National institute of formation of Turkmenistan

For the purpose of acceleration of education reform, radical improvement of its scientific and methodical providing and enhancement of forms and training methods I decide:

1. Create National institute of formation of Turkmenistan.

2. Determine that the main tasks of National institute of formation of Turkmenistan are realization of single state policy in the field of education, carrying out scientific research on pedagogics, psychology and technique of teaching and enhancement of system of retraining of pedagogical personnel.

3. Approve the enclosed structure and regulations on National institute of formation of Turkmenistan.

4. Establish the extreme number of employees of National institute of formation of Turkmenistan in number of 94 units (without personnel on servicing and protection of the building), including 70 units of research and pedagogical associates.

5. Equate National institute of formation of Turkmenistan on compensation to research institutions of Turkmenistan.

6. Permit National institute educations of Turkmenistan to have two deputy directors.

7. To the Ministry of Economics and finance of Turkmenistan to provide in the Government budget of Turkmenistan for 1997 expenses on content of National institute of formation of Turkmenistan.

Regulations on National institute of formation of Turkmenistan

1. The national institute of formation of Turkmenistan (the Institute of education is referred to as) is research and educational and methodical organization and submits to the Ministry of Education of Turkmenistan.

3. The institute of education performs scientific and scientific and methodical providing higher education institutions, ssuz, professional educational institutions, comprehensive schools, preschool, out-of-school institutions, and also governing bodies of education.

4. The main tasks of Institute of education are:

- scientific and methodical ensuring realization of single state policy in the field of education;

- carrying out scientific research in the field of pedagogics, psychology and technique of teaching taking into account national peculiarities;

- development and approbation of curricula, programs, textbooks and educational and methodical literature;

- development of the state educational standards;

- coordination of methodical activities of velayatsky, city and etrapsky governing bodies of education;

- enhancement of system of preparation and retraining of pedagogical personnel.

5. According to the tasks assigned to it the Institute of education performs the following functions:

- performs scientific research in the field of pedagogics and psychology;

- develops scientific and methodical recommendations about education of the studying youth in the spirit of love and commitment to independent neutral Turkmenistan, its people and the President;

- develops the state educational standards, new curricula and programs;

- studies and extends the best pedagogical practices, performs promotion of pedagogical knowledge;

- enhances system of preparation and retraining of the pedagogical and managerial personnel of education;

- develops criteria for evaluation of pedagogical work in case of about conducting certification, methodical recommendations about enhancement of organizational and pedagogical and methodical work with are young ми teachers, and also evaluation criteria, forms and control methods of knowledge in educational institutions;

- provides scientific and methodical management of experimental and basic organizations of education;

- participates in development of textbooks and educational and methodical literature;

- will organize and holds conferences, seminars and meetings on scientific and pedagogical questions.

6. For coordination of scientific and pedagogical researches the Academic council of Institute of education performing the activities according to Regulations on the academic councils of higher educational institutions is on a voluntary basis created.

7. The institute of education has the right:

- carry out approbation of curricula, programs and other scientific and scientific and methodical developments in experimental organizations of education;

- prepare offers on change of curricula and programs, to the questions connected with scientific and methodical ensuring realization of single state policy in the field of education;

- request and receive at local authorities of management of education, necessary information documents, materials and statistical data.

8. The institute of education is headed by the director who is appointed and dismissed by the President of Turkmenistan.

The director has two deputies who on its representation are appointed and dismissed by the Cabinet of Ministers of Turkmenistan and bear the personal responsibility for the charged site of work.

9. Director of institute of education:

- bears the personal responsibility for activities of Institute of education;

- approves the staff list of Institute of education within the established number of the workers and assignments allocated for their maintenance;

- appoints and dismisses employees of Institute of education;

- distributes obligations between deputy directors and heads of structural divisions of Institute of education;

- issues orders, instructions and other regulations concerning education which are obligatory for accomplishment by all staff of Institute of education;

- according to the operating procedure establishes salary supplements and determines the sizes of awards to employees of Institute of education;

- represents in accordance with the established procedure especially caused a stir workers to assignment of honorary titles and rewarding with the state awards of Turkmenistan.

10. The institute of education is created, will be reorganized and liquidated by the resolution of the President of Turkmenistan.

11. The institute of education is legal entity, has seal with the image of the State Emblem of Turkmenistan.
