Rules of carrying out certification of leading employees of credit institutions and bank auditors

1. Certification of leading employees of credit institutions and auditors (further - certification) is carried out for the purpose of check of sufficiency of professional knowledge and capability of the specified employee categories to provide accomplishment of the job responsibilities.

2. Leading employees of credit institutions and auditors citizens of the Republic of Tajikistan, and foreign countries (nonresidents) under following conditions are allowed to certification:

a) Leading employees of credit institutions, shall conform to requirements, the stipulated in Clause 19 Laws of the Republic of Tajikistan "About banks and banking activity".

Certification of leading employees of credit institutions is carried out regarding their compliance of post every two years;

b) For bank auditors - the higher economic education with five-year years of service of practical work of the accountant, or auditor, economist or financier in the sphere of banking and (or) non-bank activity, and also the citizens having secondary vocational education with ten-year years of service of practical work on these specialties.

3. Certification of bank auditors is carried out after passing of rates and examination based on educational and methodical rates on training and retraining of the auditors determined by the Qualification commission (certification) of National Bank of Tajikistan.

Each auditor having the competence certificate shall within three years since year of the receipt of the certificate following after year, to take training course according to programs of advanced training, the approved Qualification (certification) Commission (further the Qualification commission).

4. For carrying out certification the National Bank of Tajikistan creates the Qualification commission.

5. The qualification commission is created by the order of the Chairman of National Bank of Tajikistan as a part of the commission chairman, his deputy and 5 members of the commission from among representatives of National Bank of Tajikistan.

The qualification commission is headed by the Vice-chairman of National Bank of Tajikistan supervising Management of banking supervision and licensing. The head of department of banking supervision and licensing, his deputy, heads of department of financial accounting, legal department, and two chiefs of departments of Management of banking supervision and licensing of National Bank of Tajikistan are part of the Qualification commission.

The structure of the Qualification commission can include teachers of economics departments of higher education institutions.

Members of the Qualification commission perform the activities on a grant basis and without the replacement right.

6. The schedule of work of the Qualification commission is determined by the Commission chairman.

Meetings of the Qualification commission are held as required and are competent if at them there are at least two thirds of members of the commission.

Decisions are made by a simple majority vote the members of the Qualification Commission participating in meeting. In case of equality of votes the Commission chairman's voice is decisive.

In the absence of the Commission chairman of its function are assigned to his deputy.
