For the purpose of implementation of the Law of the Republic of Tajikistan "About addresses of citizens", the Government of the Republic of Tajikistan decides;
1. Approve the Instruction about record keeping on addresses of citizens it (is applied).
2. Declare invalid the resolution of Council of Ministers of the Tajik SSR of April 30, 1982 No. 141 "About approval of the Regulations on procedure for consideration of offers, statements and claims of citizens and the Instruction about record keeping on offers, statements and claims of citizens in the ministries, the state committees, departments, executive committees of Councils of People's Deputies, at the companies, in organizations, sovkhozes, kolkhozes and other cooperative and public organizations of the Tajik SSR".

1. The instruction about record keeping on addresses of citizens is constituted according to the resolution of Majlisi Oli of the Republic of Tajikistan of December 14, 1996 No. 344 "About enforcement of the Law of the Republic of Tajikistan "About addresses of citizens".
2. This instruction determines procedure for record keeping by addresses of citizens at the companies, in organizations and the organizations (further organizations), irrespective of patterns of ownership.
3. The clerical work according to addresses of citizens is conducted separately from other types of clerical work and assigned to the officials who are specially designated for this purpose who systematically check procedure for record keeping in the relevant organizations and take measures to enhancement of this work.
4. All addresses arriving in organization shall be accepted, considered, are on a centralized basis registered on registration and control cards (appendix No. 1) and in the separate magazine (appendix No. 2), in day of their receipt. In addresses surname, the name, middle name, the citizen's address shall be entered. Otherwise such addresses are recognized anonymous and are not subject to consideration.
In case of small amount (to 100 in year) the arriving addresses, their registration is made in the magazine.
Envelopes to them remain when only on them it is possible to establish the address of the sender or when date of postage stamp is necessary for confirmation of departure time and receipt of the address, and also in other necessary cases.
In case of personal reception of citizens their written and oral addresses are also subject to centralized registration in the relevant magazines or on registration and control cards.
The registration index of the address is specified in registration stamp, the place of putting down and which form is determined by state standard specification
6.38-90. The registration index consists of initial letter of surname of the author and sequence number of the arrived address (for example, A-177). The registration index can be added with other designations providing systematization, search, the analysis and safety of the address of citizens.

In case of their receipt, the next registration index is appropriated to repeated addresses of citizens, and in the corresponding column of registration and control card the registration index of the first address is specified. In the right upper corner of repeated addresses and on registration and control cards the mark "repeatedly" becomes and all prior correspondence on them is selected.
Repeated should be considered the addresses which arrived from the same person on the same question if since submission of the first address, the consideration term established by the legislation expired, or the applicant is not satisfied with the answer given it.
The appeals of the same person on the same question sent to various addressees and which arrived for consideration in the same organization are considered under registration index of the first address, with addition of the sequence number which is put down through fraction (for example, A-117/1, A-117/2).
6. Number of copies of registration and control cards is determined, proceeding from need of ensuring accounting, help work, control of execution of orders by addresses and their analysis. Card-indexes can be created on the surnames of persons located in alphabetical order from which addresses, on subject of the questions raised in addresses arrived.
7. Control of timely permission of addresses of citizens in organizations is imposed on officials who shall provide timely, correct and complete examination of addresses and execution of the decisions made on them.
The appeals of citizens sent to organizations by various addressees requiring to report results of consideration of addresses, undertake on special control. In this case on all copies of registration and control cards of N on addresses in the place established by state standard specification 6.38-90, the stamp "control" or sign "K" is put down.

8. Answers to addresses of citizens are given by heads and other authorized officers of organizations. The answer can be given in written or oral form. In case of the oral answer the corresponding entry in registration and control card is made.
The index of the answer consists of registration index and file number (according to the nomenclature) in which correspondence on the matter is filed.
Addresses of citizens are considered permitted if all questions raised in them are considered, on them necessary measures are taken and the irrefragable answers corresponding to the current legislation are given.
The summary of the answer according to addresses, and also its date and number register in the magazine and registration and control card. The considered addresses, together with the correspondence relating to them, are stored in accordance with the established procedure in archive of organization.
9. Heads or, according to their order, other officials of organizations shall analyze and generalize systematically the addresses of citizens containing in them practical notes for the purpose of timely identification and elimination of the reasons generating violations of the rights and the interests of citizens, and also enhancement of work of organizations protected by the law.
