About establishment of military ranks, special class ranks and special ranks

This Law determines procedure and conditions of establishment of military ranks, class ranks, special class ranks and special ranks in the Kyrgyz Republic.

Article 1. Legislation of the Kyrgyz Republic on military ranks, class ranks, special class ranks and special ranks
Article 2. Establishment of military ranks, class ranks, special class ranks and special ranks

Military ranks, class ranks, special class ranks and special ranks are established by Jogorku Kenesh of the Kyrgyz Republic.

Article 3. Classification of military ranks, class ranks, special class ranks and special ranks

1. Military and special ranks of the military personnel, staff of law-enforcement bodies, criminal executive system, Customs Services and bodies of prosecutor's office are subdivided on:

- younger military and special ranks - from ordinary (cadet) to the senior warrant officer inclusive;

- average military and special ranks - from the second lieutenant to the captain inclusive;

- the senior military and special ranks - from the major to the colonel inclusive;

- the highest military and special ranks - from the major general above.

2. Special ranks of staff of Tax Services are subdivided on:

- average special ranks - from the junior inspector of Tax Service to the inspector of Tax Service of 1 rank inclusive;

- the senior special ranks - from the adviser of Tax Service 3 ranks to the adviser of Tax Service of 1 rank inclusive;

- the highest special ranks - from the counselor of state of Tax Service 3 ranks above.

3. Class ranks of persons holding political state positions, special state positions include the highest class ranks - from the counselor of state of the public civil service 3 classes to the counselor of state of the public civil service of 1 class inclusive.

4. Class ranks of persons holding political municipal positions are subdivided:

- on senior class ranks - from the adviser of municipal service 3 classes to the adviser of municipal service of 1 class inclusive;

- on the highest class ranks - from the municipal adviser of municipal service 3 classes to the municipal adviser of municipal service of 1 class inclusive.

5. Class ranks of the government civil servants holding managerial positions are subdivided:

- on averages class ranks - from the junior inspector of the public civil service to the inspector of the public civil service of 1 class inclusive;

- on senior class ranks - from the adviser of the public civil service 3 classes to the adviser of the public civil service of 1 class inclusive;

- on the highest class ranks - from the counselor of state of the public civil service 3 classes above.

6. Class ranks of the local government officers holding managerial positions are subdivided:

- on averages class ranks - from the junior inspector of municipal service to the inspector of municipal service of 1 class inclusive;

- on senior class ranks - from the adviser of municipal service 3 classes to the adviser of municipal service of 1 class inclusive;

- on the highest class ranks - from the municipal adviser of municipal service 3 classes to the municipal adviser of municipal service of 1 class inclusive.

7. Special class ranks are subdivided on:

- average special class ranks - from the junior lawyer to the lawyer of 1 class inclusive;

- the senior special class ranks - from the adviser of justice 3 classes to the adviser of justice of 1 class inclusive;

- the highest special class ranks - from the counselor of state of justice 3 classes above.

8. The ratio of military ranks, class ranks, special class ranks and special ranks is determined according to appendix.

Article 4. Military rank

The military rank is a personally given rank to each serviceman and the person liable for call-up according to his official position, work experience, the military and general education, service life, belonging to type of Armed Forces of the Kyrgyz Republic, type of military forces or services and personal merits.

Article 5. Special rank

The special rank is a personally given rank to each certified employee of law-enforcement bodies, criminal executive system, bodies of prosecutor's office, Customs and Tax Services according to his official position, work experience, the general education, service life and personal merits.

Article 5-1. Class rank

The class rank is the special rank given according to the post, length of service and other circumstances established by the legislation of the Kyrgyz Republic, personally to each person holding political state position, special state position or political municipal position on which activities are performed on paid basis, and also the managerial state or municipal position established by the register of the state and municipal positions.

Article 6. Special class rank

The special class rank is the special rank given personally to each employee of judicial authorities, bodies of judicial system according to length of service, education and post.

Article 7. Officials, competent to give the military ranks, class ranks, special class ranks and special ranks

Younger, average and senior military ranks, class ranks, special class ranks and the special ranks are given by officials of the relevant state bodies, local government bodies according to the procedure, established by the legislation of the Kyrgyz Republic.

The highest military ranks, class ranks, special class ranks and the special ranks are given by the President of the Kyrgyz Republic.

Article 8. The military ranks given by the serviceman and the person liable for call-up of Armed Forces of the Kyrgyz Republic

The serviceman and the person liable for call-up of Armed Forces of the Kyrgyz Republic give the following military ranks:

ordinary (cadet);

corporal;

lance sergeant;

sergeant;

staff sergeant;

foreman;

ensign;

senior warrant officer;

second lieutenant;

lieutenant;

senior lieutenant;

captain;

major;

lieutenant colonel;

colonel;

major general;

lieutenant general;

colonel general;

general.

For the officers having legal, medical or veterinary military specialties and serving in these services are added to military ranks the word "justices", "health service" or "veterinary service".

For the faces of officers serving in aircraft the word of "aircraft" is added to military ranks.

Article 9. The military ranks given by the serviceman and the person liable for call-up of bodies of homeland security

The serviceman and the person liable for call-up of bodies of homeland security of the Kyrgyz Republic give the following military ranks:

ordinary (cadet);

corporal;

lance sergeant;

sergeant;
