The state mining inspection of Russia decides:

1. Approve Safety rules in case of hydrogen production by water electrolysis method.

2. Direct Safety rules in case of hydrogen production by method of electrolysis of water to state registration in the Ministry of Justice of the Russian Federation.

Safety rules in case of hydrogen production by water electrolysis method

I. General provisions

1.1. The presents "Safety rules in case of hydrogen production by water electrolysis method" (further - Rules) establish requirements to explosion-fire-hazardous objects which observance ensures industrial safety, and are directed to the prevention of accidents, cases production injury rate on the objects connected with obtaining, the address, application and storage of electrolytic hydrogen and oxygen.

1.2. Rules N116-FZ "About Industrial Safety of Hazardous Production Facilities" are developed according to the Federal Law of 21.07.97 (The Russian Federation Code for 1997 N30. The Art. 3588), the Regulations on the Federal inspectorate for mining and industry of Russia approved by the order of the Government of the Russian Federation of 03.12.01 of N841 (The Russian Federation Code for 2001 N50. The Art. 4742), the General rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities, approved by the resolution of Gosgortekhnadzor of Russia of 18.10.02 of N61-A, registered by the Ministry of Justice of the Russian Federation 28.11.02 of N3968 (The Russian newspaper) and intended for application by all organizations irrespective of their forms of business and patterns of ownership performing activities in the field of industrial safety and persons under surveillance to Gosgortekhnadzor of Russia.

1.3. These rules are applied in addition to requirements of General explosion safety rules to the explosion-fire-hazardous chemical, petrochemical and oil processing productions approved by the resolution of Gosgortekhnadzor of Russia of 05.05.03 of N 29, of N 4537, registered by the Ministry of Justice of the Russian Federation of 15.05.03 taking into account features of the hazardous production facilities connected with obtaining, the address, application and storage of electrolytic hydrogen and oxygen.

1.4. Rules are intended for application:

a) during the designing, construction, operation, expansion, reconstruction, modernization, preservation and liquidation of the hazardous production facilities connected with obtaining, the address, application and storage of electrolytic hydrogen and oxygen;

b) in case of production, installation, adjustment, servicing and repair of installations of receipt of hydrogen and oxygen by water electrolysis method, and also other equipment connected with the address and storage of hydrogen;

c) during the designing, operation, preservation and liquidation of the buildings and constructions connected with obtaining, the address, application and storage of electrolytic hydrogen and oxygen;

d) in case of expertize of industrial safety of the hazardous production facilities connected with obtaining, the address, application and storage of electrolytic hydrogen and oxygen (further in the text - connected with hydrogen production).

1.5. Designing and construction of buildings, constructions and sites on production and use of the oxygen received in case of water electrolysis shall be conducted also according to the regulating documents extending to oxygen.

1.6. Acceptance for operation of again built and reconstructed buildings and constructions connected with production of electrolytic hydrogen shall be made according to the regulating documents approved in accordance with the established procedure.

1.7. The procedure and terms of accomplishment of the actions providing observance of requirements of these rules are determined by heads of the organizations in coordination with bodies of Gosgortekhnadzor of Russia.

1.8. All productions and objects to which action of these rules extends shall have on them documentation according to the existing regulating documents, including:

- the project documentation developed on the basic data on process design executed, if necessary, taking into account results of research and pilot works, having positive experimental testimony of industrial safety; and also executive documentation;

- the production schedules approved and approved in accordance with the established procedure;

- passports and technical documentation of all types of processing equipment, pipelines, fittings, safety devices, instrumentations, devices and security aids, means of individual and collective protection used in case of hydrogen production by water electrolysis method;

- plan of localization and liquidation of emergencies (PLAS);

the production instructions constituted according to production schedules and these rules, and also the specifications and technical documentation on safe conducting engineering procedure and repair work, approved in accordance with the established procedure;

- the declaration of industrial safety developed according to the Federal Law "About Industrial Safety of Hazardous Production Facilities";

- the insurance contract of responsibility for damnification of life, to health or property of other persons and the surrounding environment in case of accident on hazardous production facility according to the Federal Law "About Industrial Safety of Hazardous Production Facilities";

- the registration certificate in the state register of hazardous production facilities.

1.9. Production schedules shall be developed and approved in accordance with the established procedure for all acting and for again built and reconstructed plants put into operation, workshops, stations and sites and other objects connected with obtaining, the address, application and storage of hydrogen. The production schedules can be developed by the project organization - developer of the project, the research organization or the operating organization in coordination with the project organization - developer of the project.

1.10. Instructions for labor protection (safety rule), the work instructions and instructions on fire safety approved in accordance with the established procedure shall be in each workplace.

1.11. In case of change of engineering procedure or application of new types of the equipment, or change of schemes of communications production schedules, production instructions shall be reviewed in accordance with the established procedure.

1.12. Modification of technology, hardware registration, management system, control of communication, the notification, system of protection is made according to requirements of normative and technical documents only in the presence of the project documentation coordinated with the project organization - developer of the project or with the organization specializing in the field of design of the objects connected with obtaining, the address, application and storage of hydrogen and oxygen.

1.13. The processing equipment, armature, safety devices, kontrolnoizmeritelny devices, devices and security aids of national production working in industrial conditions shall have permission to their application in the modes and conditions operated on the project issued by Gosgortekhnadzor of Russia in accordance with the established procedure.

1.14. At the companies connected with production of electrolytic hydrogen irrespective of category of potential of explosion of technology blocks, programs for working off of skills of start-up, normal operation, planned and emergency stop of production, and also scenarios of actions in supernumerary and emergencies shall be developed.

1.15. On objects of hydrogen production accurate lists of distribution of obligations and limits of responsibility between technical services shall be created, the system of power supply and the notification of auxiliary services is debugged in case of supernumerary and emergencies according to requirements of ensuring industrial safety.

1.16. For the purpose of the organization of work on the prevention of accidents and industrial traumatism the organization to which these Rules extend develops system of standards on management of industrial safety and provides their effective functioning and updating.

1.17. The organizations performing project activities, and also activities for installation, repair of the equipment, personnel training are developed and provide effective functioning and updating of system of standards on quality assurance.

II. General requirements

2.1. Designing of the objects connected with obtaining, the address, application and storage of electrolytic hydrogen and oxygen shall be carried out with separation of the technology scheme into the separate technology blocks providing their minimum level of explosion safety.

2.2. The organization - developer of the project makes calculation of relative energy potential of each technology block, assessment of energy level of object is given, and actions for ensuring explosion safety of all technology system are proved.

2.3. When calculating energy potential of Q_v of technology blocks of hydrogen production by method of electrolysis of water it is necessary to make project decisions which shall provide Q_v <27 (III category of potential of explosion).

2.4. In case of development of actions for prevention of explosions and the fires on objects of providing industrial enterprises with electrolytic hydrogen normative requirements of fire safety shall be considered.

2.5. The choice of the equipment is performed according to basic data on designing, requirements of the existing regulating documents and these rules. Proceeding from category of potential of explosion of the technology blocks entering technology system the choice of the equipment on reliability indicators is performed.

2.6. The complete installations on receipt of hydrogen delivered by the aggregated blocks shall be developed and be made on specifications and have permission to application.

2.7. Level of explosion protection of electric equipment in the rooms connected with the address of hydrogen is chosen according to safety requirements to devices of electroinstallations, general explosion safety rules for the explosion-fire-hazardous chemical, petrochemical and oil processing productions approved in accordance with the established procedure and these rules (appendix 2).

2.8. Categories of rooms, and also the level of explosion protection of electric equipment in rooms of hydrogen oxygen-transfer shops can be chosen according to appendix of 2 these rules, at the same time calculations for technique of fire protection regulations and according to the safety requirements to devices of electroinstallations approved in accordance with the established procedure shall be executed. Different classification values from values of appendix 2 shall be confirmed with the corresponding calculations.

III. Requirements to the territory of production of electrolytic hydrogen

3.1. Designing of master plans of again constructed and reconstructed complex of the buildings and constructions and other objects connected with obtaining, the address, application and storage of electrolytic hydrogen shall be performed according to the requirements of fire safety and construction regulations and rules approved in accordance with the established procedure and also according to requirements of these rules.

3.2. The buildings and constructions connected with hydrogen production (hydrogen oxygen-transfer shops, warehouses, gas-holders, receivers for hydrogen and so forth), shall be placed on industrial site of the organization. It is not recommended to take out them to the fencings of the company which are going outside drives, squares.

3.3. Distances from the buildings and constructions connected with hydrogen production to adjoining buildings and constructions (except the cases stipulated in these rules) it is necessary to adopt 1 annexes 1 according to the tab.

3.4. The smallest distances from workshops of filling and storage of cylinders, warehouses, platforms and canopies for storage of cylinders (in terms of 40-liter) with hydrogen and inert gases to adjoining buildings and constructions it is necessary to adopt 2 annexes 1 according to the tab.

3.5. The minimum distances from buildings and constructions to gas-holders and receivers with hydrogen (except the cases stipulated in these rules) it is necessary to adopt 3 annexes 1 according to the tab.

3.6. Gas-holders for hydrogen, and also receivers for hydrogen and oxygen are placed on the open areas having on perimeter barrier of easy type height m 1,2 from fireproof material suffices. On barrier the warning safety signs shall be hung out: "It is forbidden to smoke", "The entrance is prohibited to strangers", on receivers and gas-holders there shall be explaining texts: "Hydrogen. It is explosive", "Oxygen. Flammablly".

The distance from gas-holders with hydrogen to barrier shall be at least 5,0 of m, from receivers with hydrogen and oxygen to the ograzhdeniyena of less 1,5 of m.

3.7. Distance between hydrogen and oxygen receivers it is necessary to accept at least 10,0 of m. Reduction of distance of less 10,0 of m is allowed, at the same time between them the deaf partition from fireproof material which is exceeding receivers on height m 0,7 at least and supporting dimensions of receivers m 0,5 at least shall be equipped.

3.8. Installation of receivers of hydrogen by pressure up to 10 kg/cm2 the capacity (geometrical reservoir) to 10 m3 at blank walls or in piers of buildings of hydrogen production is allowed in some cases. At the same time the distance between receivers and walls of buildings shall be at least 1,0 of m and provide convenience of servicing and repair of receivers. At the same time the total quantity of receivers shall not exceed two.

3.9. The distance between receivers of one gas shall be at least 1,5 of m in light and provide convenience of their servicing.

3.10. Receivers for oxygen, nitrogen and compressed air can be located at blank walls or in piers of buildings where services on hydrogen production are placed. The distance in light from receivers to walls of these buildings is accepted by at least 1,0 of m. The deaf site of wall shall support dimensions of receivers m 0,5 at least.

3.11. Receivers for nitrogen and compressed air shall be located on one platform with receivers for hydrogen at distance of at least 1,5 of m from the last.

3.12. The operating organization shall provide the protection of the organization excluding possibility of penetration of strangers and unauthorized actions. The territory of all complex of hydrogen production shall be protected on perimeter with fence at least 2 m high with the device of gates and gate with locking devices, calls, coded locks and the security alarm system.

3.13. Metal cases or fireproof canopies for storage of the 40-liter filled cylinders with hydrogen and inert gases (total quantity no more than ten), it is allowed to have outside at blank walls or in piers of factory buildings of I, II degrees of fire resistance in which consumers of hydrogen, without increase in the smallest distances up to the adjoining buildings and constructions accepted according to construction regulations and rules are placed.

3.14. Speed and procedure for movement of cars in the territory of production of electrolytic hydrogen shall be established by the operating organization and be regulated by indexes and route signs.

IV. Requirements to buildings, constructions and rooms of hydrogen production

4.1. Space-planning and constructive solutions of buildings and constructions of production of electrolytic hydrogen shall conform to requirements of construction regulations and rules for designing of factory buildings of industrial bodies, fire protection regulations of building designing and constructions and sanitary standards of designing of the industrial bodies approved in accordance with the established procedure.

4.2. Categories of rooms, buildings and constructions on fire and explosion and fire risk shall be accepted according to appendix 2 to these rules and be proved by calculation according to requirements of the specifications and technical documentation for fire safety.

4.3. All complex of services on production of electrolytic hydrogen can be located in one or several factory buildings, and also in one building together with other divisions (productions) if it does not contradict requirements of the conforming construction, fire protection and sanitary standards and rules for designing of factory buildings of industrial bodies and auxiliary buildings and rooms.

4.4. Divisions of production of electrolytic hydrogen with explosive rooms should be designed one-storey with the platforms located, if necessary, in the second tier for placement and equipment maintenance. Other productions of electrolytic hydrogen can be located according to the operating construction regulations and rules and these rules in multi-storey integrations or extensions, but no more than four floors.

4.5. Degree of fire resistance of buildings with production and the address of electrolytic hydrogen shall be not lower than II.

4.6. Production rooms of hydrogen oxygen-transfer shops shall have at least one outside wall. The rooms connected with the address of hydrogen shall be separated other rooms by pylegazonepronitsayemy walls.

4.7. Placement over rooms with the address of hydrogen or under them, except as specified provided by these rules, any productions and any other rooms is not allowed. It is forbidden have production rooms in cellars and on first floors.

4.8. Buildings and constructions of production of electrolytic hydrogen shall be protected from direct strokes of lightning and from its secondary manifestations according to requirements of normativnotekhnichesky documentation.

4.9. Compressor installations for compression of hydrogen can be located, both in the separate building, and in the rooms adjoining rooms with hydrogen production.
