About training of citizens of the Russian Federation in the program of military preparation in the federal state educational organizations of the higher education

1. Approve enclosed:

Regulations on the training military centers under the federal state educational organizations of the higher education;

Regulations on faculties of military training (military departments) under the federal state educational organizations of the higher education.

Regulations on the training military centers under the federal state educational organizations of the higher education

I. General provisions

1. The training military center is created under the federal state educational organization of the higher education (further respectively - the training military center, the educational organization) for the purpose of training in the program of military training of the citizens of the Russian Federation studying in this educational organization for full-time courses (further - citizens), for passing by them after completion of training in this educational organization of military service for the contract in the Armed Forces of the Russian Federation, other troops, military forming and bodies on the military positions which are subject to substitution by officers.

2. The main objectives of the educational military center are:

program implementation of military training of citizens;

participation in carrying out educational work among citizens and work on military professional orientation of youth.

3. Training of the citizen in the program of military preparation in the training military center (further - military preparation) is performed in the course of its training in the educational organization for the educational program of the higher education (further - the educational program).

Military training of the citizens studying according to the educational program in the field of medical education and pharmaceutical education taking into account their subsequent training in internship or internship is performed continuously.

4. Military preparation is performed in voluntary procedure based on the agreement in form according to appendix signed between the citizen and the Ministry of Defence of the Russian Federation about training in the program of military preparation in the training military center and about further passing of military service under the contract in the Armed Forces of the Russian Federation, other troops, military forming and bodies after completion of training in the educational organization (further - the agreement).

5. Military preparation is target training of citizens from among the students studying within target figures of acceptance on specialties and the directions of preparation and (or) the enlarged groups of specialties and the directions of preparation for training in educational programs within budgetary appropriations of the federal budget (further - target figures of acceptance).

The number of the citizens having military training is established by the Ministry of science and the higher education of the Russian Federation and federal executive body performing powers of the founder of the relevant educational organization based on the order of the Ministry of Defence of the Russian Federation.

6. The staff list of the educational military center is developed by the educational organization under which it is created, approved with the federal executive body performing powers of the founder of this educational organization and the Ministry of Defence of the Russian Federation and affirms the rector.

7. Ministry of Defence of the Russian Federation:

a) determines the list of military specialties on which military preparation taking into account specialties according to the educational program of the educational organization is performed;

b) annually determines the need for the citizens involved in military preparation and sends to the Ministry of science and the higher education of the Russian Federation, federal executive bodies performing powers of the founder of the educational organizations and to the educational organizations under which the training military centers, relevant proposals for their accounting when forming offers on target figures of acceptance are created;

c) develops and approves qualification requirements to graduates of the educational military centers;

d) participates in development of programs of military preparation in the training military centers;

e) together with the educational organization plans and will organize holding training sessions (training) provided by the program of military preparation;

e) directs the representatives for holding final assessment of the citizens who had military training;

g) exercises control of the organization of military preparation, activities of the educational military centers and observance of the mode of privacy;

h) provides the training military centers with the arms, military equipment and other appliances necessary for ensuring educational process (further - military equipment);

i) provides if necessary field educational base;

j) will organize and provides repair, transportation, loading (unloading), installation and adjustment of military equipment;

k) will organize holding actions for medical examination of the citizens who showed willingness to arrive in the training military center and to have military training, the citizens having military training, who completed military preparation and completing training in the educational organization and also actions for professional psychological selection of the citizens who showed willingness in training process according to the educational program to have military training;
