Regulations on the Commission on fight against corruption of the Azerbaijan Republic

I. General provisions

1. The commission on fight against corruption of the Azerbaijan Republic (further - "Commission") is created according to article 4.2 of the Law of the Azerbaijan Republic "About fight against corruption" and performs functions of specialized body in the sphere of prevention of corruption.

2. The commission is guided in the activities by the Constitution of the Azerbaijan Republic, international treaties which participant is the Azerbaijan Republic, the laws and other regulatory legal acts of the Azerbaijan Republic, and also this Provision.

3. Ceased to be valid according to the Law of the Azerbaijan Republic of 22.10.2024 No. 53-VIQD

4. The commission builds the activities in interrelation with the legislative, executive and judicial authorities and regularly informs them on condition of fight against corruption.

II. Main objectives of the Commission

5. The main objectives of the Commission are:

5.1. take part in forming of state policy in the sphere of fight against corruption, coordinate activities in this sphere of state bodies and other structures;

5.2. analyze condition and efficiency of fight against corruption;

5.3. exercise control over execution of state programs on fight against corruption;

5.4. accept data of financial nature, the stipulated in Article 5.1 Laws of the Azerbaijan Republic "About fight against corruption";

5.5. exercise control over acceptance of data of financial nature, the stipulated in Article 5.1 Laws of the Azerbaijan Republic "About fight against corruption";

5.6. collect, analyze and generalize data on the offenses connected with corruption and bring, and also provide confidentiality of person which provided information on offenses in connection with corruption according to the Law of the Azerbaijan Republic "About fight against corruption" offers in the relevant state bodies and other organizations;

5.7. cooperate with state bodies and other structures in the sphere of fight against corruption;

6. The commission carries out other tasks according to the legislation.

III. Basic rights of the Commission

7. For the purpose of accomplishment of the tasks the Commission performs the following rights:

7.1. studies and generalizes condition of execution of the legislation on fight against corruption, hears about it data and reports of heads of law enforcement and other state bodies and structures;

7.2. receives necessary data and materials from state bodies, the organizations and local government bodies, sends reasonable written requests in connection with receipt of data from the state real estate register, according to the Law of the Azerbaijan Republic "About the state real estate register;

7.3. receives from the relevant state bodies and structures of the data on execution of the actions provided by state programs on fight against corruption and analyzes condition of the done work;

7.4. prepares offers and recommendations about increase in efficiency of fight against corruption, to remedial action revealed in the sphere of fight against corruption takes measures for their implementation;

7.5. takes measures for studying of public opinion about corruption and to implementation of education in the sphere of fight against corruption;

7.6. cooperates with non-governmental organizations, subjects of media, representatives of private sector and independent experts and, in case of need, involves them in accomplishment of certain works;

7.7. takes part in implementation of international cooperation for the organization and increase in efficiency of fight against corruption;

7.11. studies and generalizes legislation condition in the field of counteraction of legalization received by criminal way of property and to terrorism financing, listens to information of heads of law enforcement and other state bodies and structures concerning this question, obtains and analyzes information from the relevant state bodies and structures on accomplishment of the measures provided in state programs in this area prepares offers and recommendations for remedial action, takes measures for their implementation, makes offers in connection with enhancement of the legislation, participates in implementation of international cooperation.

8. The commission performs other rights according to the legislation.
