About the conclusion Turkmenkhimiya State concern of the purchase contract of chemical products and mineral fertilizers

For the purpose of realization of the tasks set for chemical industry according to the National program "The Strategy of Economic, Political and Cultural Development of Turkmenistan for the Period till 2020", and also I decide providing industrial enterprises with chemical products and mineral fertilizers of agricultural producers:

1. Approve the decision of the tender commission of Turkmenkhimiya State concern on selection of commercial offers (the protocol No. 2 from 28 Alp Arslan 2007) and the conclusion of commission of experts by determination of winners of the international tenders of oil and gas complex and fishery of Turkmenistan No. 226 from 6 Rukhnam 2007 on delivery of chemical products and mineral fertilizers for production needs of Turkmenkhimiya State concern.

2. Permit Turkmenkhimiya State concern to conclude with the winner of the tender - Ostkhim limited liability company (Russian Federation) the purchase contract and import to the territory of Turkmenistan of chemical products and mineral fertilizers for production needs for the total amount of 47 320 600 (forty seven million three hundred twenty thousand six hundred) US dollars, including:

sulfurs gas lump in number of 50 thousand tons on the amount of 1 900 000 (one million nine hundred thousand) US dollars,

raw materials of phosphatic high milling in number of 140 thousand tons on the amount of 11 060 000 (eleven million sixty thousand) US dollars,

ammonium nitrate in number of 136 thousand tons on the amount of 19 024 000 (nineteen million twenty four thousand) US dollars,

ammophos in number of 41 200 tons on the amount of 15 336 600 (fifteen million three hundred thirty six thousand six hundred) US dollars.

3. To the state fund of development of the oil and gas industry and mineral resources of Turkmenistan to perform financing of the contract specified in Item 2 of this resolution at the expense of means of Turkmengaz State concern from realization on natural gas export.

4. To Turkmenkhimiya state concern provide return to the State fund of development of the oil and gas industry and mineral resources of Turkmenistan of the means used on financing of the contract specified in Item 2 of this resolution within 2 years since 2008, in manats at the rate of the Central bank of Turkmenistan at the time of performing calculations.

5. To producers of agricultural products to perform leave of the mineral fertilizers which are purchased according to this resolution on the internal prices established on the mineral fertilizers made in Turkmenistan (ammophos - in terms of nutrient of superphosphate ammonium).

To the state fund of development of agricultural industry of Turkmenistan to compensate to Turkmenkhimiya State concern difference in the prices of mineral fertilizers.

6. Determine that for import of chemical products and mineral fertilizers under the contract specified in Item 2 of this resolution the charges established by the State Customs Service of Turkmenistan, the Main public service of Turkmenstandartlara and the State commodity and raw exchange of Turkmenistan are not levied.

7. To the state commodity and raw exchange of Turkmenistan to register in accordance with the established procedure the contract specified in Item 2 of this resolution.

8. To impose control over the implementation of this resolution on the Vice-chairman of the Cabinet of Ministers of Turkmenistan Tagiyev T., the Chairman of Turkmenkhimiya State concern Kurayev M. and the Chairman of the Highest control chamber of Turkmenistan Mukhammedov of X.
