1. These rules of accounting of consumption of ozone-depleting substances (further - Rules) are developed according to article 16 of the Ecological code of the Republic of Kazakhstan.
2. Rules determine accounting treatment for consumption of ozone-depleting substances.
3. Accounting of consumption of ozone-depleting substances represents the systematized, periodically filled up and specified code of data which are created in the state inventory of consumption of ozone-depleting substances.
4. Rules extend to the legal entities and individual entrepreneurs performing consumption of ozone-depleting substances in the following types of activity:
1) production of ozone-depleting substances;
2) import and export of ozone-depleting substances;
3) works with use of ozone-depleting substances, repair, installation, equipment maintenance, containing ozone-depleting substances.
5. Ozone-depleting substances according to the list of the ozone-depleting substances specified in appendix 1 to these rules are subject to accounting of consumption of ozone-depleting substances.
6. The legal entities and individual entrepreneurs performing consumption of ozone-depleting substances, annually no later than the first quarter of the following after accounting year, represent to authorized body in the field of environmental protection of the data on actually imported, exported and realized amount of ozone-depleting substances on scopes in form according to appendix 2 to these rules.
7. For preparation of the state inventory of consumption of ozone-depleting substances the legal entities and individual entrepreneurs performing import and export of ozone-depleting substances record the imported, exported and realized amount of ozone-depleting substances with indication of names and the location of the organizations buyers and expected scopes.
8. The authorized body in the field of environmental protection enters data on annual consumption of ozone-depleting substances in the state inventory of consumption of ozone-depleting substances.
