According to the Regulations on Federal agency on management of special economic zones approved by the order of the Government of the Russian Federation of August 19, 2005 N530 (The Russian Federation Code, 2005, N 35, Art. 3611; 2006, N 18, Art. 2005; N 25, of Art. 2727; Art. N 32, 3578), the order of the Government of the Russian Federation of November 11, 2005 N679 "About Procedure for Development and Approval of Administrative Regulations of Execution of the State Functions and Administrative Regulations of Provision of the State Services" (The Russian Federation Code, 2005, N 47, to the Art. 4933), I order:

1. Approve the enclosed administrative regulations of Federal agency on management of special economic zones on provision of the state service "Decision making about the conclusion or refusal in agreement signature about conducting industrial and production activities, and also about change of terms of agreement. Preparation and agreement signature about conducting industrial and production activities in the territory of special economic zones. Implementation of registration of legal entities as residents of industrial and production special economic zones".

3. To impose control of execution of this order on the head of Federal agency on management of special economic zones Mishustin M. V.

I. General provisions

1.1. Name of the state service

Decision making about the conclusion or refusal in agreement signature about conducting industrial and production activities, and also about change of terms of agreement, preparation and agreement signature about conducting industrial and production activities in the territory of special economic zones, implementation of registration of legal entities as residents of industrial and production special economic zones (further - the state service).

1.2. The regulatory legal acts regulating provision of the state service

Provision of the state service is performed according to:

the order of the Ministry of Economic Development of the Russian Federation of March 23, 2006 N 75 "About approval of forms of the business plans represented for the conclusion (change) of agreements on conducting industrial and production (technology development) activities, selection criteria of banks and other credit institutions for the preparation of the conclusion on business plans, criteria for evaluation of business plans which is carried out by advisory council on technology development special economic zones" (it is registered in the Ministry of Justice of the Russian Federation on April 10, 2006, reg. the order of the Ministry of Economic Development of the Russian Federation of April 23, 2007 N 132 "About approval of Administrative regulations of Federal agency on management of special economic zones on execution of the state function "Maintaining Register of Residents Special Economic Zones" (it is registered in the Ministry of Justice of the Russian Federation on June 8, 2007, reg. N 9625; Bulletin of regulations of federal executive bodies, 2007, N 31).

1.3. The name of the federal executive body providing the state service

The state service is provided by Federal agency on management of special economic zones (further - ROSOEZ) and territorial authorities of Federal agency on management of special economic zones (further - Territorial authorities of ROSOEZ).

The state service is provided to the persons intending to receive resident status of the special economic zone and who submitted to territorial authority of ROSOEZ the application for agreement signature about conducting industrial and production activities in the territory of the special economic zone (further - interested persons), and to residents of special economic zones (further - residents).

Territorial authorities of ROSOEZ provide the state service to residents or interested persons personally or by mail.

ROSOEZ will organize and controls activities of territorial authorities of ROSOEZ for provision of the state service.

Realization of the state service includes:

provision of the state service in acceptance from persons intending to receive resident status of the special economic zone, requests for the conclusion of agreements on conducting industrial and production activities and the documents attached to them, and from residents of the special economic zone - documents on change of conditions of agreements on conducting industrial and production activities;

provision of the state service in the direction to the applicant of the copy of the inventory with mark about date of acceptance of the request for agreement signature about conducting industrial and production activities and the documents attached to it, and also the copy of the inventory with mark about date of documents acceptance about change of terms of agreement about conducting industrial and production activities;

execution of the state function on decision making about the conclusion or about refusal in agreement signature about conducting industrial and production activities, and also about change or about refusal in change of conditions of such agreement;

provision of the state service in the direction to the applicant of the decision on the conclusion or on refusal in agreement signature about conducting industrial and production activities, and also about change or about refusal in change of conditions of such agreement;

provision of the state service in preparation and the conclusion with the applicant of the agreement on conducting industrial and production activities;

execution of the state function on registration of legal entities as residents of industrial and production zones;

execution of the state function on provision of data on registration of person as resident of the special economic zone and the copy of the agreement on conducting industrial and production activities in tax and customs authorities;

provision of the state service in issue to resident of the special economic zone of the certificate certifying registration of person as resident of the special economic zone;

execution of the state function on provision of statements in judicial authorities for deprivation of person of resident status of the special economic zone and requirements about agreement cancelation about conducting industrial and production activities;

execution of the state function on provision of data on deprivation of person of resident status of the special economic zone in tax and customs authorities

II. Requirements to procedure for provision of the state service

2.1. Procedure for receipt of information on procedures of provision of the state service

2.1.1. Information on procedures of provision of the state service is posted on the official sites of ROSOEZ and territorial authorities of ROSOEZ in Internet network (further - the official sites), in mass media, at information stands of territorial authorities of ROSOEZ, and also in distributing information materials (brochures, booklets).

2.1.2. Distributing information materials (brochures, booklets) are in the rooms intended for acceptance of residents or interested persons, places of expectation, places of filling of documents, and also places of receipt of information on provision of service in territorial authorities of ROSOEZ.

2.1.3. On the official sites, in mass media (further - media), at information stands of territorial authorities of ROSOEZ, and also in distributing information materials (brochures, booklets) the following information shall be placed:

location ROSOEZ and territorial authorities of ROSOEZ;

the schedule of acceptance of residents or interested persons in territorial authorities of ROSOEZ;

phone numbers for reference, e-mail addresses, addresses of the official sites of ROSOEZ and territorial authorities of ROSOEZ;

description of procedures;

forms of documents, and also models of their filling;

the list of the reasons for refusal in provision of the state service;

procedure for appeal of action (failure to act) and the decisions made by officials within provision of the state service;

extraction from the regulatory legal acts regulating provision of the state service.

2.1.4. The stands containing information on graphics of acceptance of residents or interested persons are placed in case of entrance to territorial authorities of ROSOEZ.

2.2. Method of receipt of the location information and the working schedule of the public authorities providing the state service

2.2.1.
