1. Approve the enclosed Regulations on procedure for the invitation of foreign citizens and persons without citizenship to the Republic of Belarus for the purpose of occupation by religious activities.

2. Recognize invalid:

the resolution of Council of Ministers of the Republic of Belarus of February 23, 1999 No. 280 "About approval of the Regulations on procedure for the invitation to the Republic of Belarus foreign priests and their activities in its territory" (The national register of legal acts of the Republic of Belarus, 1999, No. 20, 5/338);

the resolution of Council of Ministers of the Republic of Belarus of April 4, 2000 No. 463 "About modification of the Regulations on procedure for the invitation of the Republic of Belarus foreign priests and their activities in its territory" (The national register of legal acts of the Republic of Belarus, 2000, No. 36, 5/2932);

the resolution of Council of Ministers of the Republic of Belarus of August 18, 2000 No. 1313 "About modification of the Regulations on procedure for the invitation of the Republic of Belarus foreign priests and their activities in its territory" (The national register of legal acts of the Republic of Belarus, 2000, No. 81, 5/3915);

the resolution of Council of Ministers of the Republic of Belarus of February 14, 2001 No. 193 "About modification of the Regulations on procedure for the invitation of the Republic of Belarus foreign priests and their activities in its territory" (The national register of legal acts of the Republic of Belarus, 2001, No. 20, 5/5256);

Regulations on procedure for the invitation of foreign citizens and persons without citizenship to the Republic of Belarus for the purpose of occupation religious activities

1. This Provision is developed according to the Law of the Republic of Belarus of December 17, 1992 "About liberty of conscience and the religious organizations" in edition of the Law of the Republic of Belarus of October 31, 2002 (Vyarkhochnaga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 2, Art. 18; The National register of legal acts of the Republic of Belarus, 2002, No. 123, 2/886) and the Law of the Republic of Belarus of January 4, 2010 "About legal status of foreign citizens and stateless persons in the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2010, No. 15, 2/1657).

In this Provision the procedure for the invitation of foreign citizens and stateless persons (further - foreigners) to the Republic of Belarus by the religious associations registered in accordance with the established procedure in the territory of the Republic of Belarus (daleereligiozny associations) for the purpose of occupation religious activities, and also their transfer from one religious organization to another is established.

2. Religious associations have the right to invite to the Republic of Belarus foreigners for the purpose of occupation religious activities in coordination with the Representative for cases of religions and nationalities (further - the Representative) for the term of no more than one year. The specified term can be prolonged or be reduced according to this Provision.

3. The invitation of foreigners to the Republic of Belarus is subject to coordination with the Representative for the purpose of:

3.1. fulfillment of duties of priests in the religious organizations;

3.2. teaching in spiritual educational institutions;

3.3. establishments of communications and contacts with the religious organizations;

3.4. participations in charitable and other mass actions of the religious organizations having the main goal satisfaction of religious needs of citizens;

3.5. implementation in accordance with the established procedure religious training and education of citizens in the territory of the Republic of Belarus;

3.6. receipts of religious education in spiritual educational institutions;

3.7. ensuring other religious activities of the inviting religious associations.

4. For review invitations of the foreigner for the purpose of, 3 this provision provided in Item, religious associations at least a month before the planned arrival of the foreigner in the Republic of Belarus send to the Representative the written request in duplicate in which the information about the foreigner (according to its passport - surname is specified, own name and middle name (if is available), his nationality, birth date, passport number, date of issue and effective period), the purpose, term of the invitation of the foreigner to the Republic of Belarus and the name of the religious organization entering religious consolidation in which it will perform religious activities, and also need of his invitation is proved. At the same time the copy of pages of the valid passport or other document replacing it, intended for trip abroad and issued by relevant organ of the state of civil accessory or the regular residence of the foreigner or the international organization containing the called information about its owner is attached to request.

The request is drawn up on the official form of religious consolidation with indication of the obligation of religious consolidation on observance by the foreigner of requirements of the legislation of the Republic of Belarus, including this provision, signed by the head of religious consolidation or according to its order his deputy, and also sealed religious consolidation.
