For the purpose of realization of Item 7 of article 47 of the Law of the Republic of Kazakhstan "About education" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of appointment, payment and the sizes of the state grants as the student in the organizations of education.

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

3. This resolution becomes effective from the date of signing and is subject to official publication.

Rules of appointment, payment and sizes of the state grants

Chapter 1. General provisions

1. These rules of appointment, payment and the sizes of the state grants (further – Rules) are developed according to the Law of the Republic of Kazakhstan "About education" (further – the Law) and determine procedure for appointment and payment, and also the sizes of the state grants.

2. The state grants are appointed and paid to the students, interns, undergraduates, doctoral candidates, resident doctors, students of preparatory departments of the organizations of the higher and (or) postgraduate education who are studying full-time in the organizations of education for the state educational order (further – receivers).

3. These rules do not extend much appointments and payments of the grants established by the President of the Republic of Kazakhstan, and also the state scholarships established by authorized body in the field of science and the higher education.

4. The procedure for appointment and payment of grant to students, undergraduates, doctoral candidates, resident doctors, students of preparatory departments of the autonomous organization of education of "Nazarbaev Universitet" is determined according to the Law of the Republic of Kazakhstan "About the status of "Nazarbaev Universitet", "Nazarbayev Intellectual schools" and "Nazarbayev Fond".

Chapter 2. Procedure for purpose of the state grant

5. The state grant is appointed to the students, interns, undergraduates studying according to the state educational order, and also students, interns, to the undergraduates transferred to training in the state educational order, who received by results of intermediate certification (examinations) the equivalent of estimates corresponding to estimates it is "excellent", "good".

6. To doctoral candidates, resident doctors and students of preparatory departments the state grant is appointed to all term of training irrespective of results of intermediate certification (examinations) during the entire period of training.

7. The state grant is appointed to all students, undergraduates enlisted on the first rate (the first year of training) in the state educational order since September 1 to the first academic period or on January 1 before completion of the first academic period and vacation inclusive until the end of month in which the academic period and vacation come to an end.

In the subsequent academic periods the state grant is appointed to students, undergraduates by results of intermediate certification (examinations) for the preceding academic period according to Item 5 of these rules.

8. To students, interns, undergraduates who did not hand over intermediate certification (examinations) in the terms determined by the academic calendar on reasonable excuses (disease, family circumstances, natural disasters, training in the academic or credit mobility) the management of the organization of education after representation of supporting documents to students establishes individual terms of delivery of intermediate certification (examinations).

By results of the handed-over intermediate certification (examinations) of this category of students the state grant according to the procedure, established by these rules is appointed.

9. To the students, interns, undergraduates transferred from one educational institution to another the state grant is appointed according to the procedure, established by these rules, following the results of the previous semester.

10. To the students, interns, undergraduates who returned from the academic leave, purpose of the state grant is performed according to the procedure, established by these rules, after elimination of the academic difference in curricula.

To the students, interns, undergraduates left for repeated year of training due to illness from the moment of their return the state grant is appointed according to the procedure, established by these rules, following the results of the previous semester in which the curriculum is implemented.

To students, interns, undergraduates, resident doctors, doctoral candidates, TB patients, in the presence of the corresponding medical certificate the state grant is appointed for the period disability, but no more than ten months from the date of approach of disability irrespective of results of the previous semester.

11. During finding of students, interns, undergraduates, doctoral candidates, resident doctors in child care leave before achievement of age of three years by it the state grant is not appointed.

12. Purpose of the state grants is made by the order of the head of the organization of education or person replacing it based on the service record (representation) of the division manager on which control of progress of students is imposed.

13. Purpose of the state grants stops:

1) in case of assignment (exception) of the education studying from the organization, irrespective of the reasons of assignment (exception);

2) in case of the death of the student;

3) after completion of study by the student from the date of release of the order on release.

14. The termination of purpose of the state grants in cases, certain Item 13 of these rules, is performed by the publication of the relevant order of the head of the organization of the education or person replacing it.

15. The state grant to persons with disability on sight and persons with disability on hearing, orphan children and children without parental support and being under guardianship (guardianship) studying according to the state educational order is appointed taking into account increase, from the date of submission of supporting documents and in the absence of the academic debt on results of examinations.

Chapter 3. Payment procedure of the state grant

16. The state grant is paid based on the order on its appointment, stipulated in Item 12 these rules.
