The list of payment types of compensation nature in federal budget, autonomous, state institutions

1. Payments to the workers occupied on hard work, works with harmful and (or) dangerous and other special working conditions.

2. Payments for work in areas with special climatic conditions.

3. Payments for work in the conditions deviating from normal (in case of performance of works of various qualification, combination of professions (positions), overtime work, work at night and in case of performance of works in other conditions deviating normal).

4. Allowances for work with the data which are the state secret, their classification and declassification and also for work with codes.

Explanation about procedure for establishment of payments of compensation nature in federal budget, autonomous, state institutions

1. Payments of compensation nature are established to salaries (official pay rates), wage rates of workers if other is not established by the Federal Laws and presidential decrees of the Russian Federation.

At the same time employers take measures for carrying out special assessment of working conditions for the purpose of development and program implementation of actions for providing safe conditions and labor protection.

2. Payments of compensation nature, the sizes and conditions of their implementation are established by collective agreements, agreements, local regulations according to the labor law and other regulatory legal acts containing regulations of labor right, the List of payment types of compensation nature in federal budget, autonomous, state institutions according to the appendix N1.

3. In case of introduction of new wages systems of employees of federal budget, autonomous, state institutions of payment of compensation nature to the workers occupied on hard work, works with harmful and (or) dangerous and other special working conditions are established according to article 147 of the Labor Code of the Russian Federation (The Russian Federation Code, 2002, N1 (h 1), the Art. 3, N 30, the Art. 3014, 3033; 2003, N27 (h 1), Art. 2700; 2004, N 18, Art. 1690, N 35, Art. 3607; 2005, N1 (h 1), Art. 27, N 19, Art. 1752; 2006, N 27, Art. 2878, N52 (h 1), Art. 5498; 2007, N1 (h 1), Art. 34, N 17, Art. 1930, N 30, Art. 3808, N 41, Art. 4844, N 43, Art. 5084, N 49, Art. 6070).

4. In case of introduction of new wages systems of employees of federal budget, autonomous, state institutions of payment of compensation nature to the workers occupied in areas with special climatic conditions are established according to article 148 of the Labor Code of the Russian Federation.

5. Payments of compensation nature to workers in other cases of performance of works in the conditions deviating normal are established taking into account article 149 of the Labor Code of the Russian Federation.

6. In addition to the payments of compensation nature provided by the Federal Laws, other regulatory legal acts in collective agreements, agreements, local regulations payments of compensation nature according to the List of payment types of compensation nature in federal budget, autonomous, state institutions, according to the appendix N1 can be established.

7. In case of introduction of new wages systems of employees of federal budget, autonomous, state institutions the sizes and conditions of implementation of payments of compensation nature are concretized in employment contracts of workers.
